JOB TITLE:  Plans Development Administrator

 

MAINTENANCE REVIEW DATE:  January 2001

JOB OBJECTIVE:  To review and enforce multi-family and non-residential development plans and specifications to ensure compliance with sign, zoning, and landscape codes and ordinances established by the City of Little Rock.

 

ACCOUNTABILITY:  Receives general direction from the Zoning and Subdivision Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Consults with architects, engineers, contractors, builders, and others concerning sign, zoning, special district, and landscape codes and ordinances related to multi-family and non-residential development plans within the City of Little Rock.

 

2.         Reviews and approves or disapproves multi-family and non-residential development plans based on compliance with sign, zoning, and landscape codes and ordinances; consults with governmental agencies such as Metroplan, the Planning Commission, and other City departments during the review of proposed plans.

 

3.         Analyzes, and prepares written reports of zoning buffer, screening, landscape codes and ordinances and overlay district landscape requirements for consideration by the Planning Commission and Board of Adjustment during the public hearing process; prepares drawings and makes presentations to the Commission and Board about code, ordinance, and regulation compliance.

 

4.         Reviews landscape variance requests and makes recommendations; prepares reports and written agenda materials for landscape variance requests; presents information to the City Beautiful Commission.

 

5.         Issues necessary paperwork to begin enforcement action for persons found in violation of sign, zoning, and landscape codes and ordinances; testifies in court cases involving violations of sign, zoning, and landscape codes and ordinances.

 

6.         Implements and enforces the tree in-lieu program; coordinates activities with the Departments of Public Works and Parks and Recreation as necessary.

 

7.         Answers questions and provides technical information to citizens and Board and Commission members regarding sign, zoning, and landscape codes and ordinances.

 

8.         Attends interdepartmental meetings and formulates staff recommendations regarding proposed multi-family and non-residential development plans and their compliance with sign, zoning, and landscape codes and ordinances.

9.         Provides technical guidance and training to Code Enforcement Officers relative to zoning buffer, screening, and landscape codes and ordinances and overlay district landscape requirements.

 

10.       Develops Departmental procedures which govern the review of plans for compliance with sign, zoning, and landscape codes and ordinances.

 

11.       Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Attends City Beautiful, Board of Adjustment, and Planning Commission meetings to present staff recommendations.

 

2.         Conducts pre-construction and final inspections on multi-family and non-residential development sites to ensure compliance with applicable codes and ordinances.

 

3.         Prepares correspondence and reports regarding landscaping, sign and zoning codes and ordinances.

 

4.         Maintains files of plans and specifications for all projects.

 

5.         Consults with City engineers regarding storm water detention and excavation code requirements for proposed developments.

 

6.         Reviews and evaluates commercial tent applications relative to compliance with City laws, codes, ordinances, and regulations.

 

7.         Drafts proposed revisions to sign, zoning, and landscape codes and ordinances for review by the Zoning and Subdivision Manager.

 

8.         Serves as staff committee member on the Franchise Review Committee dealing with right-of-way use requests.

 

9.         Designs and monitors the landscape maintenance for the Department's facilities.

 

10.       Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Landscape Specialist.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in landscape architecture, or a related area; at least two (2) years of experience in municipal sign, zoning, and landscape codes and ordinance enforcement, or a related area; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
