JOB OBJECTIVE: Reviews the physical, developmental, and socioeconomic characteristics of areas for the development of plans, meets with citizens, developers, and other interested parties to establish priorities for the development of these areas.
ESSENTIAL JOB FUNCTIONS:
1. Answers questions and provides information to citizens, developers, and other interested parties regarding planning procedures and reasons for developing land use plans.
2. Attends neighborhood association and other organization meetings to answer questions, provide information, and promote and assist neighborhood associations and other organizations involvement in the planning process; receives information from neighborhood associations and other organizations regarding area needs and priorities.
3. Determines the socioeconomic and geographic makeup of specific areas by conducting research studies; visits areas to review the physical and developmental characteristics.
4. Writes recommendations for land use, master street plans, street and capital improvements, and other development projects by analyzing information received from neighborhood associations and other organizations and professional publications.
5. Writes narrative materials addressing needs and priorities for inclusion in neighborhood action plans and other plans.
6. Attends Planning Commission meetings to present plans, answer questions and provide information regarding characteristics of the plan area, needs, and priorities.
7. Provides information to the Graphics Section to prepare graphs, maps, and other graphics materials for inclusion in plans and public presentations.
8. Plans and directs the work activities of the Planner I.
9. Operates a City pool automobile to visit areas and gather information for Department projects.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Monitors and ensures the updating of the Master Street and City Land Use Plans.
2. Reviews projects for issuance of permits, enforces the River Market Design Overlay District guidelines, and writes meeting agendas and minutes for the River Market Design Review Committee.
3. Writes agenda items for the Planning Commission.
4. Prepares legal advertisements to announce Planning Commission meeting times and agendas.
5. Maintains the data management system which contains development information for the City; submits information to be published in the Urban Development Report.
6. Prepares, reviews and provides demographic information to City departments and other interested parties.
7. Develops perspectives and conceptual designs to help visualize proposals.
8. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: Planner I.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the principles and practices of urban or regional planning.
Knowledge of the principles of demographic research and reporting.
Knowledge of the legal terminology and requirements for land use.
Knowledge of descriptive statistics.
Knowledge of the regulations of the Community Development Block Grant and other federal programs.
Familiarity with Arc/Info computer software.
Skill in the operation of an automatic transmission automobile.
Ability to communicate effectively, both orally and in writing.
Ability to read and interpret maps, plats, and blueprints.
Ability to read and interpret City ordinances regarding land use and zoning.
Ability to plan, direct and review the work activities and monitor performance of assigned employees.
Ability to prepare and present technical data in narrative form.
Ability to gather and analyze data from various sources for research projects to determine the characteristics of specific neighborhoods.
Ability to maintain detailed records and files.
These knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Bachelor’s degree in Urban Planning, Regional Planning, Civil Engineering, or a related area, two (2) years of experience in urban planning, or a related area, one (1) year of supervisory experience. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS: Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
