JOB TITLE: Planner I (Zoning and Subdivision)

JOB
OBJECTIVE: To receive and process various permit
applications and to prepare and present staff recommendations.
ACCOUNTABILITY: Receives general supervision from the Subdivision
Administrator.
ESSENTIAL
JOB FUNCTIONS:
1. Answers
questions and provides technical information to applicants, appellants, and
other interested parties, regarding procedures for obtaining conditional use
permits, right-of-way abandonments, utility easement abandonments, street name
changes, and improvement district establishments.
2. Reviews
applications and related materials (i.e., surveys, legal descriptions, maps,
and graphics) for various permits to ensure that required information is
included; contacts applicants and appellants to obtain additional information.
3. Analyzes
cases to be considered for various permits and variances to ensure proposed
changes comply with City ordinances and procedures by visiting sites and
researching information such as property history, immediate area history, and
neighborhood reactions.
4. Presents
cases to the interdepartmental meeting for discussion of issues and concerns
and development of approval or denial recommendations; offers recommendation on
each case.
5. Writes
agenda items addressing issues, concerns, and staff recommendations for the
Planning Commission and Subdivision Committee.
6. Attends
Planning Commission and Subdivision Committee meetings to present staff
recommendations of cases, answer questions and provide technical information.
7. Enters
information into a microcomputer to update the database for PAGIS, water
connections outside the City limits, and pre-annexation agreements; generates
various narrative and statistical reports.
8. Serves
as a liaison between the Planning Division and the Zoning and Subdivision
Division to coordinate special projects involving planning matters.
9. Prepares
documentation on issues forwarded to the Board of Directors, such as
application appeals and any issue requiring an ordinance.
10. Operates
a City pool automobile to visit sites and research information regarding areas
to be considered for various permits and variances.

SECONDARY DUTIES AND RESPONSIBILITIES:
1. Assembles
applications and related materials (i.e., surveys, legal descriptions, maps,
and graphics) for distribution to other City departments and reviewing
agencies.
2. Prepares
legal advertisements to announce Planning Commission meeting times and agendas.
3. Performs
other related duties as required.
