JOB TITLE:  Permits and Inspection Administrator

 

MAINTENANCE REVIEW DATE:  November 2000

 

ORG/POS #:  1530/1438

 

JOB OBJECTIVE:  To direct the activities of personnel engaged in building inspection, code enforcement and issuance of building and franchise permits.

 

ACCOUNTABILITY:  Receives general supervision from the Building Codes Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans, directs, and reviews the activities of the Building, Electrical, and Plumbing and Gas Inspection Supervisors, and the Mechanical Inspection Coordinator.

 

2.         Develops procedure guidelines for building codes inspection and the issuance of building and franchise permits.

 

3.         Provides technical information to inspectors, citizens, builders, and architects regarding building code inspections and codes enforcement; prepares and presents training sessions for Building Code Inspectors.

 

4.         Drafts building code ordinances and amendments for review by supervisor.

 

5.         Inspects buildings to resolve complaints or interpret building codes in unusual situations.

 

6.         Prepares monthly activity reports of inspections completed and permits issued.

 

7.         Serves as backup to the Building Codes Manager.

 

8.         Assigns commercial condemnations and rehabilitation and demolition of condemned commercial structures; reviews work upon completion.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Reviews applications for franchise permits and recommends disposition to supervisor.

 

2.         Approves specifications for equipment purchases and completed purchase requisition forms for equipment and supplies for the Building Codes Division.

 

3.         Approves the Division bi-weekly payroll computations.

4.         Directs the research and gathering of data during the preparation of the division budget.

 

5.         Reviews staff files to determine maintenance of required licenses and professional certifications of division personnel; schedules travel and training for staff.

 

6.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Building Inspection Supervisor, Electrical Inspection Supervisor, Mechanical Inspection Supervisor and Plumbing and Gas Inspection Supervisor; provides immediate supervision to an Office Assistant II.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of federal and municipal codes and ordinances regulating building construction.

 

Considerable knowledge of building construction materials and standard construction practices.

 

Considerable knowledge of the laws and ordinances which regulate the issuance of building and franchise permits.

 

Good knowledge of electrical and plumbing principles and procedures.

 

Some knowledge of budget processes.

 

Ability to interpret building codes and ordinances.

Ability to plan, direct, and review  the work activities of assigned personnel.

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of two (2) years of vocational-technical school coursework in construction or the building trades; at least four (4) years of experience working in the building trades or construction industry, or at least two (2) years of experience in Building Inspection and Code Enforcement; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training  which provides the required knowledge, skills, and abilities.
