JOB TITLE: Permit and Records Supervisor
MAINTENANCE

JOB
OBJECTIVE: To compute and collect fees for permits
required by City Ordinance and to issue permits for projects complying with
applicable codes.
ACCOUNTABILITY: Receives general supervision from the Permits and
Inspection Administrator.
ESSENTIAL
JOB FUNCTIONS:
1. Reviews
construction plan documentation for residential buildings to ensure that
materials required by inspectors are included and in compliance with applicable
codes.
2. Reviews
residential construction, remodeling, and repair plans to ensure conformance
with codes and ordinances; issues appropriate permits for conforming plans;
informs applicants submitting nonconforming plans of the code requirements.
3. Completes
permit applications by obtaining required information from the builder,
contractor, or owner; operates a computer terminal to assign numbers to
approved applications.
4. Verifies
the persons applying for permits have proper certification or license and have
paid any required privilege license bonds and fees.
5. Maintains
daily computer logs listing numbers and types of permits issued, fees
collected, and the dollar value of work to be done.
6. Provides
technical information regarding permit procedures and relevant codes to persons
calling or visiting the Permit Office.
7. Refers
applicants for construction or demolition permits for structures within any of
several special zoning or historical districts to the appropriate person or
commission for approval before issuing permits.
8. Maintains
a file of information from inspectors regarding structures found in violation
of codes; attaches copy of repair permit to the inspector's information card;
forwards cards and permit copies to the Permit and Records Assistant for
filing.
9. Prepares
monthly reports from daily logs for use by department administrators and
appropriate federal agencies.
10. Computes
fees and issues permits for miscellaneous activities including house moving,
demolition, fencing, and blasting.

SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Computes
the cost of construction and repair permits by computing square footage or estimating
cost of material and labor for repair projects.
2. Computes
special fees and issues plumbing permits for structures outside the City limits
which will be connected to the City water system.
3. Maintains
alphabetical file of each type of permit issued by mailing address.
4. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to the Permit and Records Assistant and immediate
supervision to an Office Assistant II.

mathematical calculations quickly and accurately.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
High School; at least two (2) years of experience in the Building
Trades, Building Code Inspections, or a related area; at least one (1) year
of supervisory experience; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
