JOB TITLE:  Pension Technician

 

MAINTENANCE REVIEW DATE:  July 1998

JOB OBJECTIVE:  To receive, deposit, and expend funds for the City of Little Rock's Police, Fire and Municipal Judges' Retirement Systems, and to maintain appropriate manual and computerized files and accounting records.

 

ACCOUNTABILITY:  Receives general supervision from the Accounting and Reporting Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Establishes manual and computerized accounting files and records for each retirement system; posts information from custodian statements into each ledger and reconciles the statements with accounting records; provides information for auditors conducting annual audit.

 

2.         Receives revenue for Police, Fire and Judges' retirement systems; issues receipts to persons and organizations contributing to the funds.

 

3.         Operates a microcomputer, utilizing spreadsheet and word processing software to compile, analyze, research and prepare financial reports.

 

4.         Maintains records of contributions for members of the Police and Fire Departments; maintains Deferred Retirement Option Plan (DROP) records for the Police retirement system.

 

5.         Makes appropriate deductions and prepares and prints monthly computerized checks for each retiree or designated beneficiary of the Police, Fire and Judges' retirement systems; mails checks.

 

6.         Responds to inquiries from persons by telephone or correspondence regarding the retirement system; responds to members regarding their retirement and DROP programs.

 

7.         Contacts local financial institutions to obtain required information on transactions made; maintains a database of investment records.

 

8.         Compiles reports such as federal and state annual withholding tax, annual 1099Rs, W-3 transmittal forms and an annual LOPFI report.

 

9.         Notifies trustees of the Fire and Police Departments and Judges of Board meetings; provides any required information for trustees; prepares financial data.

 

10.       Generates, mails and accounts for retiree and widow’s affidavits which verify recipients are eligible for benefits.

 

11.       Maintains records of contributions for members of the Police and Fire Department.

12.       Maintains Account Clearinghouse (ACH) banking program and works with trust company for initiating direct deposit benefit payments.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Reviews new laws and legislation for the retirement system.

 

2.         Provides information to outside attorneys regarding QDROs and pension statutes.

 

3.         Prepares financial data for presentation at scheduled meetings of the Board of Trustees.

 

4.         Performs other related duties as required.

Considerable knowledge of basic accounting terminology and principles.

 

Some knowledge of computer fundamentals and business software, including spreadsheet and word processing software.

Skill in the operation of a ten-key calculator.

 

Ability to maintain hard copy and computerized files.

 

Ability to prepare routine and special reports.

 

Ability to reconcile custodian statements.

 

Ability to communicate effectively, both orally, with individuals, and in writing.

 

Ability to perform mathematical calculations.

 

Ability to perform detailed work.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of at least two (2) years of college or vocational technical school coursework in Accounting, Bookkeeping, or a related area; at least two (2) years of experience in bookkeeping; at least one (1) year of experience in microcomputer use, utilizing spreadsheet and word processing software; OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
