JOB OBJECTIVE: To plan and direct maintenance and horticulture projects at Parks and Recreation facilities.
ESSENTIAL JOB FUNCTIONS:
1. Plans, schedules and assigns repairs and maintenance activities for Parks and Recreation facilities; reviews maintenance work of special projects to ensure schedules are met.
2. Inspects Department facilities and grounds to ensure proper maintenance and to review areas for needed improvements.
3. Schedules maintenance projects with outside contractors and other City departments to ensure equipment, supplies, and personnel are available when needed.
4. Writes bid specifications for contracted maintenance work; reviews contracts and plans to ensure specifications are met.
5. Reviews the work of contractors to ensure compliance with specifications and building plans; reviews and approves contractor bills prior to payment.
6. Prepares tentative annual budget figures for the Parks Maintenance and Horticulture Divisions, with justification for major changes and purchases; ensures expenditures do not exceed allocated budget; monitors budget to ensure expenditures are within established guidelines; reports any discrepancies.
7. Monitors expenditures of Parks Maintenance and Horticulture Divisions and use of fuel, equipment, and supplies.
8. Maintains inventory of equipment; ensures preparation of bid specifications for Parks Maintenance and Horticulture Divisions purchases; reviews proposed bids and determines contractor or supplier.
9. Interviews and selects Parks Maintenance and Horticulture personnel; monitors attendance and time records; reviews any disciplinary actions taken by supervisors.
10. Receives and investigates complaints regarding Parks Maintenance and Horticulture projects at Department facilities; takes necessary corrective action.
11. Ensures all necessary arrangements are made for special events and public gatherings, including setup, installing electrical wiring, hiring staff to assist with events, cleanup, and other details.
12. Meets with members of local organizations and volunteer groups scheduling the use of Department facilities for special events and projects.
13. Establishes procedures and monitors the effectiveness of the Parks work order and maintenance information system.
14. Develops procedures and schedules for operation and maintenance of earth-moving, construction, and maintenance equipment.
15. Recommends changes, additions, and deletions of new and existing Department facilities needed to solve maintenance problems and improve efficiency of the maintenance program.
16. Reviews and approves the development of methods and procedures for the installation and maintenance of horticulture and landscape projects.
17. Reviews the effectiveness of the horticulture program in relationship to overall goals and objectives of the maintenance program.
18. Responds to citizen complaints and requests for information relating to Division operations, projects, and activities.
19. Conducts surveys, studies, and other research to determine trends and identify needs; analyzes and compiles data; prepares reports with recommendations for the Director.
20. Reviews policies and procedures and makes recommendations for revision to the Director; develops and implements procedures to ensure effective operation of assigned programs.
21. Directs Departmental activities in the absence of the Director.
22. Directs the Adopt-A-Park Program by ensuring equipment, supplies, and personnel are available when needed.
23. Plans and directs work activities for Environmental Youth Team; secures operating expenses by meeting with potential sponsors.
24. Responds to security alarms to assist security personnel with access to Department buildings and facilities.
25. Reviews invoices for items purchased; forwards approved tickets to the Finance Department for payment.
26. Maintains records of employee time and expenditures related to specific projects.
27. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Represents the Director on various committees.
2. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: General Foreman (Parks Maintenance), Horticulturist, Parks Maintenance and Development Foremen, and Urban Forester.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the methods, practices, and materials used in the building construction trade.
Knowledge of Parks and Recreation facility use and maintenance requirements.
Knowledge of the capabilities of construction earth-moving equipment.
Knowledge of budget processes.
Familiarity with electronic information processing systems.
Skill in the operation of an automatic transmission automobile.
Ability to write detailed narrative and numerical reports.
Ability to maintain hard copy files and records.
Ability to develop and evaluate the effectiveness of maintenance procedures.
Ability to read and interpret building plans and specifications.
Ability to plan, assign and direct the activities of assigned personnel.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree in Parks Administration or a related area, four (4) years of experience in parks administration, general construction, or a related area, and two (2) years of supervisory experience, which includes the supervision of professional and technical-level personnel. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
