JOB OBJECTIVE:  To plan and direct the operation and maintenance of City golf courses and the development of parks and recreation facilities.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops policies and procedures for operation of the golf program; reviews cost, revenue and other data and recommends needed program changes.

 

2.         Reviews architectural and engineering drawings of proposed golf facilities to determine equipment and personnel needs; collaborates with the Design and Development Division in modifying drawings and specifications as needed to meet budget, scheduling, or site development restraints.

 

3.         Determines golf project priorities and monitors expenditures to ensure the availability of funds.

 

4.         Prepares cost estimates of proposed golf construction projects; initiates work orders, and requisitions necessary equipment and supplies for approved projects.

 

5.         Ensures preparation of bid specifications for golf construction projects and Division purchases; reviews proposed bids and determines contractor or supplier.

 

6.         Schedules work projects for efficient progress; inspects completed work for compliance with specifications and federal regulations.

 

7.         Requests review of golf construction projects by appropriate City department staff; approves payment for completed work meeting specification requirements.

 

8.         Prepares tentative annual budget figures for the Golf Division, with justification for major changes and purchases; ensures expenditures do not exceed allocated budget; monitors budget to ensure expenditures are within established guidelines; reports any discrepancies.

 

9.         Prepares various reports required by management, department supervisors and outside governmental agencies.

 

10.       Attends meetings regarding maintenance, development and contract projects in the absence of the Director.

 

11.       Maintains records of all maintenance, development and construction projects.

 

12.       Recommends purchase of Divisional equipment and supplies.

 

13.       Responds to citizen complaints and requests for information relating to Division operations, projects, and activities.

 

14.       Plans and directs Department concession operations.

 

15.       Conducts surveys, studies, and other research to determine trends and identify needs; analyzes and compiles data; prepares reports with recommendations for the Director.

 

16.       Reviews policies and procedures and makes recommendations for revision to the Director; develops and implements procedures to ensure effective operation of assigned programs.

 

17.       Directs Departmental activities in the absence of the Director.

 

18.       Represents the Director on various committees.

 

19.       Plans, assigns, directs, and reviews the work of assigned staff.

 

20.       Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Develops marketing strategies for special promotions, expansion of concession operations and other Department activities; informs staff of marketing trends; modifies and prepares policies for interpretation and implementation.

 

2.         Conducts pricing studies to identify fair market value of golf and concession services and programs; ensures that programs and services are representative of benefits received.

 

3.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Concessions/Merchandise Coordinator, Golf Course Superintendent, Pro Manager (Golf)

 

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of the methods, practices and materials used in the building construction trade.

 

Knowledge of parks and recreation facility use and maintenance requirements.

 

Knowledge of the maintenance requirements for golf courses.

 

Knowledge of the budgeting process.

 

Skill in the operation of a microcomputer.

 

Skill in the operation of a desk calculator.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to set priorities and establish schedules for special maintenance and construction projects.

 

Ability to plan, schedule, and supervise the work of construction and maintenance employees.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to accurately estimate the cost of materials and time requirements for proposed projects.

 

Ability to maintain detailed files and records.

 

Ability to compile data and prepare reports.

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree in Parks Administration, Business Administration, Engineering Technology, or a related area, four (4) years of experience in parks maintenance and construction or a related area, and two (2) years of supervisory experience.  Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENT: 

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
