Parking Enforcement Coordinator

JOB OBJECTIVE:
To coordinate and supervise the enforcement of the City of Little Rock
parking regulations in timed and metered parking areas by ensuring the
continual patrol of assigned districts.
ACCOUNTABILITY:
Receives general supervision from the Assistant Director of
Public Works.
ESSENTIAL JOB FUNCTIONS:
1. Schedules work and assigns districts of
Parking Enforcement Technicians ensuring sufficient staffing; patrols and
modifies districts as necessary for backup.
2. Plans and directs the activities of the
Office Assistant III and Parking Enforcement Technicians.
3. Sets computer for transfer of traffic
ticket information from electronic ticket writers to mainframe computer on a
daily basis.
4. Researches and makes recommendations to
the Assistant Director of Public Works regarding operational problems,
complaints, public concerns and inquiries.
5. Conducts training and develops training
materials for new employees regarding traffic regulations and proper procedures
for issuing parking tickets.
6. Conducts research, surveys, and studies
required for long-range planning relating to the installation and removal of
parking meters and the monitoring of parking time zones.
7. Conducts surveys and studies required
for Division planning; prepares reports and makes recommendations to the
Assistant Director of Public Works.
8. Maintains database of traffic tickets
by means of transferring data from electronic ticket writers to mainframe
computer by uploading and downloading files.
9. Maintains and checks electronic ticket
writers daily to ensure transfer of data and proper functioning.
10. Ensures adequate parking is available to
downtown business owners and vendors by meeting with individuals to resolve
complaints relating to parking.
11. Answers citizens questions and
complaints; explains traffic ordinances as necessary.

12. Reviews purchase requisitions to ensure
items requested have been budgeted; approves requisitions which comply with
budget and procedural constraints.
13. Voids parking tickets issued to
individuals attending jury duty for the U.S. Federal and Pulaski County Circuit
Courts.
14. Maintains computer software, including
communications and database software, by installing upgrades.
15. Monitors monthly budget reports to ensure
Division budget amounts are not exceeded; notifies Assistant Director of Public
Works of excessive expenditures.
16. Answers questions from Parking
Enforcement Technicians in field when questions arise concerning proper parking
procedures.
17. Operates a City pool automobile in the
performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Supports Police and Courts by producing
daily and monthly reports relating to parking tickets.
2. Performs other related duties as
required.
SUPERVISORY

Provides general

ACCEPTABLE EXPERIENCE
AND TRAINING:
Completion of two years of
college coursework; at least two (2) years of work experience with
inspection, regulation enforcement, security, or a related area; at least
one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides
the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid
Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment
and maintain licensure for the duration of employment in this position.
