JOB OBJECTIVE:  To receive, deposit, and expend funds for the City of Little Rock's Police, Fire and Municipal Judges' Retirement Systems, and to maintain appropriate manual and computerized files and accounting records.

 

ESSENTIAL JOB FUNCTIONS:

 

1.            Establishes hard copy and computerized accounting files and records for each retirement system; reconciles the statements with accounting records; provides information for auditors conducting annual audit; prepares report for entry into City general ledger system.

 

2.            Receives revenue for Police, Fire and Judges' retirement systems; determines accounts into which to enter deposits; prepares deposits and enters on check register.

 

3.            Maintains records of contributions for members of the Police and Fire Departments; maintains Deferred Retirement Option Plan (DROP) records for the Fire and Police retirement system.

 

4.         Makes appropriate deductions and prepares and prints computerized checks for each retiree or designated beneficiary of the Police, Fire and Judges' retirement systems; mails checks.

 

5.            Responds to telephone and written inquiries from members, attorneys, actuarials, investigators, bankers, custodians, and others regarding the retirement system and DROP programs; advises supervisor and City Attorney’s Office of matters requiring special attention.

 

6.            Maintains a computer database of investment records for Judges' retirement fund.

 

7.            Compiles reports such as federal and state annual withholding tax, annual 1099Rs, W-3 transmittal forms and Pension Review Board report.

 

8.         Notifies trustees of the Fire and Police Departments and Judges of Board meetings; provides any required information for trustees; prepares financial data.

 

9.            Generates, mails and accounts for retiree and widow’s affidavits which verify recipients are eligible for benefits.

 

10.            Maintains records of contributions for members of the Police and Fire Department.

 

11.            Maintains Account Clearinghouse (ACH) banking program and works with trust company for initiating direct deposit benefit payments.

 

12.            Provides information to outside attorneys regarding Qualified Domestic Relations Orders (QDROs) and pension statutes.

 

13.            Prepares financial data for presentation at scheduled meetings of the Board of Trustees.

 

14.            Reviews plan documents, investment statements, and laws and regulations to respond to inquiries from plan members, Board members, and other parties.

 

15.            Reviews new laws and legislation relating to retirement systems; determines changes affecting retirement system; implements changes.

 

16.            Reviews policies and procedures and makes recommendations for revision; implements upon approval.

 

17.            Operates a microcomputer, utilizing spreadsheet and word processing software to compile, analyze, research and prepare financial reports.

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of bookkeeping principles and practices.

 

Knowledge of basic accounting terminology and principles.

 

Knowledge of computer fundamentals and business software, including spreadsheet and word processing software.

 

Skill in the operation of a microcomputer, utilizing spreadsheet and word processing software.

 

Skill in the operation of a ten-key calculator.

 

Ability to maintain hard copy and computerized files.

 

Ability to prepare routine and special reports.

 

Ability to reconcile custodian statements.

 

Ability to perform mathematical calculations.

 

Ability to perform detailed work.

 

Ability to communicate effectively, both orally and in writing.

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of two (2) years of college or vocational technical school coursework in Accounting, Bookkeeping, or a related area, two (2) years of experience in bookkeeping, and one (1) year of experience in microcomputer use, utilizing spreadsheet and word processing software.  Equivalent combinations of education and experience will be considered.
