JOB OBJECTIVE: To develop, implement, and maintain the Neighborhood Watch Program.
ESSENTIAL JOB FUNCTIONS:
1. Develops, implements, and maintains the Neighborhood Watch Program, including preparing and prioritizing program goals and objectives.
2. Develops, recommends, and implements a Neighborhood Watch public awareness campaign; provides information and assistance in the development of promotional materials; ensures the distribution of information.
3. Develops, schedules, and presents educational programs at neighborhood association and other organization meetings to answer questions and promote interest in the Neighborhood Watch Program.
4. Schedules and conducts Neighborhood Watch meetings.
5. Prepares monthly activity reports and annual budget reports to reflect program achievements and progress toward existing goals.
6. Writes, edits, and ensures the publishing and distribution of the Neighborhood Watch Program newsletter.
7. Operates a microcomputer, utilizing spreadsheet and word processing software.
8. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Writes press releases regarding the Neighborhood Watch Program; provides information to the media; arranges media interviews with appropriate officials regarding the Neighborhood Watch Program.
2. Develops, recommends, and implements procedures for the Neighborhood Watch Program.
3. Develops long-range plans to ensure the continuation of established Neighborhood Watches.
4. Plans and implements volunteer recognition and appreciation functions for Neighborhood Watch members.
5. Compiles budget requirements for approval by supervisor; monitors budget printouts to ensure budgeted amounts are not exceeded.
6. Develops new activities and plans by researching and conducting surveys and studies to identify areas to be addressed through the Neighborhood Watch Program.
7. Assesses current program to determine progress toward achieving goals and objectives by conducting research and analysis.
8. Performs other related duties as required.

MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of research methods and techniques.
Knowledge of English grammar, spelling, punctuation, and syntax.
Knowledge of budget processes.
Knowledge of descriptive and inferential statistics.
Knowledge of computer fundamentals and business software, including spreadsheet and/or word processing software.
Skill in the operation of an automatic transmission automobile.
Skill in the operation of a microcomputer, utilizing spreadsheet and/or word processing software.
Ability to conduct research, surveys, and studies.
Ability to interpret federal, state, and local laws and regulations.
Ability to attend neighborhood watch meetings and activities.
Ability to communicate effectively, both orally, with individuals and groups, and in writing.
Ability to organize and direct the activities of groups of people.
Ability to assist in the development of promotional materials.
Ability to monitor budget expenditures and determine budget requirements.
Ability to use and interpret narrative and statistical reports.
Ability to prepare and prioritize program goals and objectives.
Ability to write and edit newsletters.
Ability to develop and implement public awareness campaigns.
Ability to develop educational programs.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of two (2) years of college coursework in Sociology, Psychology, Education, Public Administration, Communications, or a related field; two (2) years of experience with organization of groups, administration of programs or activities, or a related area; one (1) year of experience in microcomputer use, utilizing spreadsheet and/or word processing software. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT: Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
