JOB OBJECTIVE: To
analyze, develop, recommend, and assist with implementation and management of
special projects and programs.
ESSENTIAL JOB FUNCTIONS:
1. Analyzes, develops, recommends, and
assists with the implementation and management of special projects and
programs, including volunteers, interns, Adopt-A-Park, Total Quality
Management, Commission for Accreditation of Park and Recreation Agencies
(CAPRA) accreditation and customer information activities.
2. Analyzes data relating to current program service levels; recommends additions, deletions and changes to new and existing programs or facilities to improve effectiveness and efficiency; implements approved changes.
3. Conducts research, analyzes data, and compiles monthly, quarterly, annual, and special narrative and statistical reports for benchmarks, program validity, trends, feasibility, et cetera; presents information.
4. Develops, implements, and administers annual special projects budgets; prepares annual budget requests for special projects activities; monitors expenditures to ensure compliance with approved budget.
5. Serves as the Department liaison with City satellite agencies and other public agencies, private sector organizations, various constituency groups, commissions and advisory councils, to ensure proper coordination of activities; serves as the Department liaison to community and civic groups and other organizations to implement the Department’s special projects, provide information and support, and to represent the Department’s position on various items.
6. Reviews policies and procedures and makes recommendations for revision; develops and implements procedures to ensure effective operation of assigned projects and programs.
7. Assigns, prioritizes, and reviews the work activities of part-time, temporary, contract, and volunteer employees and other employees on a special project basis.
8. Works with divisions and facilities to identify alternative funding sources for park development and programs.
9. Operates a microcomputer with database, spreadsheet, and word processing software to generate correspondence, memoranda, and reports.
10. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Maintains hard copy and computer files and records of special projects.
2. Performs other related duties as required.

MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of research methods and techniques.
Knowledge of budget processes.
Knowledge of standard office practices and procedures.
Knowledge of computer fundamentals and business software, including database, spreadsheet and word processing software.
Knowledge of hard copy and computer filing and record-keeping systems.
Skill in the operation of a microcomputer, utilizing database, spreadsheet and word processing software.
Skill in the operation of an automatic transmission automobile.
Ability to analyze special projects and programs for effectiveness and efficiency.
Ability to develop special projects and programs designed to improve effectiveness and efficiency.
Ability to assist with the implementation and management of special projects and programs.
Ability to conduct research and analyze and interpret research findings.
Ability to compile data and prepare narrative and statistical correspondence, reports, and presentations.
Ability to monitor and develop policies and procedures.
Ability to develop, implement, and administer a budget, prepare budget requests, and monitor expenditures for budgetary compliance.
Ability to perform mathematical calculations.
Ability to maintain hard copy and computer files and records.
Ability to assign and direct the work activities of assigned personnel.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Bachelor’s degree in Parks Administration/Management, Recreation Administration/Management, Business Administration, Public Administration, or a related area, and two (2) years of experience working in a parks and recreation department. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
