JOB TITLE: Leader
(Public Works - Street and Drain Maintenance and
Storm Drain Maintenance)

JOB
OBJECTIVE: To provide working supervision for a crew
involved in construction, repair and maintenance of City streets and related
structures.
ACCOUNTABILITY: Receives immediate supervision from the Foreman I
(Streets).
ESSENTIAL
JOB FUNCTIONS:
1. Maintains
supplies of required materials and tools on an assigned truck; checks out
additional tools and equipment.
2. Performs
daily operative maintenance on assigned trucks and equipment.
3. Lays
blocks, walls, riprap and performs other masonry work; digs out corporation
cuts for permanent repair; cleans catch basins; applies and packs asphalt or
other servicing materials; cuts brush, grass and cleans ditches.
4. Transports
equipment, materials, and work crews to work site.
5. Loads
and secures light and medium earth-moving equipment on trailers for transport
to work site.
6. Operates
a dump truck to haul gravel and materials to work site.
7. Operates
a fuel truck to deliver fuel to work site.
8. Directs
work crews at work sites.
9. Drives
truck with trailers to transport light and medium earth-moving equipment to
work site.
10. Computes
the amount of material required for each repair project; orders needed supplies
from the Material Yard or outside supplier.
11. Maintains
records of time for each crew member, for each assigned vehicle or piece of
equipment, types and amounts of materials used and work completed on a daily
and project basis.
12 Notifies
Foreman I and other Street Department personnel of any unusual problems;
including equipment breakdowns, accidents, injuries to crew members,
disciplinary problems, and street closings required to complete repair work.
13. Ensures
the placement of safety devices at work sites to prevent accidents and
injuries.
14. Answers
questions and receives complaints from citizens at work sites; refers
unresolved complaints to supervisor.

KNOWLEDGE, SKILLS, AND ABILITIES:
Good
knowledge
of masonry methods and equipment.
Good
knowledge
of concrete finishing methods and equipment.
Good
knowledge
of asphalt methods and equipment.
Some
knowledge
of vehicle maintenance procedures.
Skill in the use and maintenance
of light and medium vehicles, including dump truck and fuel truck.
Skill in the operation of
concrete and street maintenance hand and power tools, including jackhammer,
concrete saw, shovel, pick, and Mo-Trim.
Skill in the operation of a
calculator.
Ability to keep accurate records.
Ability to perform mathematical
calculations accurately.
Ability to follow oral and written
instructions.
Ability to lead a work crew.
Ability to perform manual labor.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
high school or vocational technical course in construction or building trades;
at least one (1) year of experience in masonry work or street
maintenance work; at least one (1) year of supervisory or lead worker
experience; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class A or B (Commercial Vehicle) Driver's License before
employment; must obtain a valid Arkansas Class A (Commercial Vehicle) Driver’s
License with X endorsement within sixty (60) days of employment and maintain
licensure for duration of employment in this position.
