JOB TITLE:  Latent Fingerprint Examiner

 

MAINTENANCE REVIEW DATE:  November 1998

JOB OBJECTIVE:  To classify, identify, and maintain files of latent and 10 print fingerprints obtained by the Little Rock Police Crime Scene Search Unit at the scene of crimes, or items taken from the crime scene, to identify suspects for prosecution.

 

ACCOUNTABILITY:  Receives general supervision from the Crime Scene Supervisor.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plots and enters all latent fingerprints into the Automated Fingerprint Identification System (AFIS) for computer comparisons against databases containing 10 print information.

 

2.         Types and enters 10 print fingerprint information cards into AFIS data base and compares all new 10 print fingerprint cards and latent prints against those already entered into the AFIS database.

 

3.         Compares latent fingerprints of unknown persons or suspects taken from crime scene with fingerprint records to determine if prints were involved in previous crimes.

 

4.         Compiles and types letters containing specific fingerprint data for each match between suspect prints and latent prints for use as court evidence; testifies in court regarding identification.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Enters and updates criminal record data utilizing the Police computer terminal; exchanges information with state or federal law enforcement agencies in other states.

 

2.         Classifies 10 print and latent fingerprints according to a universal alpha coding system based on shape and design.

 

3.         Maintains files of 10 print fingerprints cards, latent fingerprints and hand-prints according to classification.

 

4.         Reviews files of prints to determine whether an alias has been used by persons with no arrest record.

 

5.         Verifies duplication of LRN numbers for individuals on which data is entered into the computer system; corrects as necessary.

 

6.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

 

Considerable knowledge of standard fingerprint classification coding system.

 

Good knowledge of materials and methods used in developing latent prints.

 

Good knowledge of standard filing systems and specialized fingerprint filing systems.

 

Skill in the operation of a computer terminal and typewriter keyboard.

 

Ability to make accurate comparisons of fingerprints.

 

Ability to communicate effectively, orally and in writing.

 

Ability to maintain hard copy computer files and  records.

 

Ability to research files and locate specific information on individuals.

 

Ability to testify in court under questioning by Judges and opposing attorneys.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of high school; at least three (3) years of experience in latent fingerprint classification and filing; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

ADDITIONAL REQUIREMENT:

 

Must possess certification by the International Association of Identification (IAI) or have graduated from the Federal Bureau of Investigation (FBI) Technical Fingerprint School within one (1) year of employment and maintain certification for the duration of employment in this position.
