JOB TITLE: Landfill Supervisor
MAINTENANCE

JOB
OBJECTIVE: To supervise work operations at the Landfill
and to ensure landfill operations are in accordance with regulations.
ACCOUNTABILITY: Receives general direction from the Solid Waste Services
Manager
ESSENTIAL
JOB FUNCTIONS:
1. Assigns,
directs and reviews activities of Landfill work crews; provides safety and job
training to Landfill work crews.
2. Ensures
Landfill operations are in compliance with the State and Federally approved
Operating Plan and Permit.
3. Provides
technical information to Landfill Operations personnel on proper disposal of
refuse and maintenance of Landfill, facilities, and equipment.
4. Inspects
Landfill facilities to ensure refuse is disposed properly, and buildings and
grounds are properly maintained.
5. Assigns
and supervises the construction of driveways required for vehicles to reach
dumping sites.
6. Ensures
samples of water are taken from the Landfill pit and pH readings are taken as
required; ensures transport of samples to laboratory for more extensive tests
as required; reads and interprets laboratory reports.
7. Monitors
equipment maintenance schedules and procedures to ensure that equipment is
properly maintained.
8. Maintains
records and prepares reports of equipment, material, and personnel usage;
operates computer to input data and print reports.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Monitors
assigned budget and ensures operations are within appropriated funding;
notifies supervisor of problem areas; assists in the preparation of the annual
budget.
2. Requisitions
or purchases needed materials or supplies; recommends purchase or replacement
of equipment.

3. Receives
and investigates citizens' complaints regarding Landfill operations; provides
information and answers questions regarding Landfill fees, hours, and operation
regulations.
4. Performs
other related duties as required.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of State and Federal regulations governing Class I and Class IV landfills.
Considerable
knowledge
of maintenance requirements and capabilities of heavy earth moving equipment.

of road construction and excavation using heavy equipment.

of landfill waste materials and by-products.

Skill in the operation of
personal computer.
Ability to maintain accurate

Landfill employees.
Ability to select and instruct new
employees.
Ability to perform mathematical
calculations rapidly and accurately.
Ability to prepare narrative and
technical reports.
Ability to read and interpret
landfill laboratory reports.
Ability to read and interpret
relevant laws, regulations, ordinances, and policies.
Ability to communicate effectively,
both orally and in writing.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
two (2) years of college course work in Civil Engineering or a related field; at
least two (2) years of experience in the administration or supervision of
Landfill Operations, involving heavy equipment; at least two (2) years of
supervisory experience; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
Must possess
all educational requirements of Arkansas Department of Pollution Control and
Ecology (ADPC&E) for the 1A, 1B, and 1C Licenses within one (1) year of
employment.
