JOB TITLE:  Landfill Operator B

 

MAINTENANCE REVIEW DATE:  December 1995

JOB OBJECTIVE:  To operate a variety of heavy equipment in the preparation and maintenance of landfill space, roads and in other dirt or material work at the City Landfill.

 

ACCOUNTABILITY:  Receives general supervision from the Landfill Operator - Leader.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Operates heavy-duty earth moving equipment such as bulldozer, trac-hoe, articulated dump trucks and compactors to excavate, load, transport dirt, gravel and other materials to compact and cover solid waste materials in compliance with Arkansas Department of Pollution Control and Ecology regulations; also operates fuel and water tank trucks at the Landfill site.

 

2.         Performs preventative maintenance on equipment, including oil and various filter changes, lubrication, checking of wear-prone parts and cleaning of machines.

 

3.         Develops and maintains access roads and surfaces prone to erosion.

 

4.         Notifies spotters or truck drivers of proper placement for dumping loads to ensure most effective spreading or compacting of waste and dirt or other materials.

 

5.         Checks job sites for obstructions, such as above and below ground utility lines, and other structures before operating equipment.

 

6.         Informs supervisor of equipment breakdown or other problems.

 

7.         Directs the work activities of other operators or laborers in the absence of a supervisor.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Maintains records of equipment maintenance, including approximate amounts of fluids, such as oil or grease needed, and hours of operation since previous servicing.

 

2.         Performs other related duties as required.

GENERAL STATEMENT OF DUTIES:  Performs work of routine difficulty in operating a variety of heavy equipment for developing and maintaining roads and special surfaces at various City owned properties and facilities.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of techniques of loading heavy equipment.

 

Good knowledge of maintenance requirements of assigned equipment.

 

Good knowledge of Arkansas Department of Pollution Control and Ecology regulations.

 

Some knowledge of the characteristics of various types of soils and other materials.

 

Skill in the operation of heavy earth moving equipment; such as dragline, bulldozer, self-loading scraper, and front-end loader.

 

Ability to follow simple oral and written instructions.

 

Ability to perform manual labor as required.

 

Ability to maintain simple records.

 

Ability to locate assigned work sites from instructions and maps.

Ability to notice obstructions, such as utility lines, and unusual problems before starting equipment operations.

 

Ability to direct activities of assigned work crews.

 

Ability to complete Arkansas Department of Pollution Control and Ecology (ADPC&E) certification requirements.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Successful completion of one (1) year of service in the position of Landfill Operator A with the City; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess Arkansas Department of Pollution Control and Ecology (ADPC&E) 1B license and maintain licensure for the duration of employment in this position.

 

Must possess a valid Arkansas Class B (Commercial Vehicle) Driver's License before employment and maintain licensure for duration of employment in this position.
