JOB TITLE:  Land Surveying Specialist

 

MAINTENANCE REVIEW DATE:  March 1999

JOB OBJECTIVE:  To perform land surveys in support of Public Works projects and to review subdivision plats.

 

ACCOUNTABILITY:  Receives general supervision from the Civil Engineer III.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Operates survey equipment to obtain data about the characteristics of sites included in street, ditch or drainage projects; prepares field notes and sketches of sites for use by Civil Engineers.

 

2.         Researches abstracts, legal descriptions, and other records to determine property lines and right-of-way easements for street, ditch and drainage projects and for newly annexed areas.

 

3.         Investigates citizen complaints regarding right-of-way violations, flooding and related engineering projects.

 

4.         Maintains a daily record of projects in progress; maintains files of information on survey projects completed.

 

5.         Performs legal surveys for acquisition of property for public rights-of-way and to resolve disputes regarding public right-of-way and adjacent private property.

 

6.         Reviews preliminary and final subdivision plats for accuracy and compliance with relevant City subdivision ordinances and State Statutes regarding minimum standards for surveys and plats.

 

7.         Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Directs the activities of an assigned survey crew; instructs crew members in the use of survey equipment.

 

2.         Provides information and answers questions regarding, engineering projects and site characteristics for contractors, citizens and employees of other City departments.

 

3.         Collects data for special engineering projects such as location and condition inventory of railroad crossings.

 

4.         Prepares purchases requisitions for survey equipment and supplies.

 

5.         Maintains documentation of City owned property to ensure that properties are correctly identified for taxation and usage purposes.

6.         Reviews PAGIS information and calculations submitted by consultants; maintains City files of all PAGIS monuments and assigns new numbers for future use.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of Civil Engineering principles and practices.

 

Good knowledge of land surveying techniques and methods.

 

Good knowledge of City policies, procedures, and ordinances governing street and drainage construction.

 

Skill in the operation of an automatic transmission automobile.

 

Skill in the operation of survey equipment and measuring devices.

 

Skill in the operation of survey software.

 

Ability to read and interpret blueprints and schematics.

 

Ability to read and interpret construction plans and specifications.

 

Ability to maintain detailed files and records.

 

Ability to perform mathematical calculations accurately.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of high school, supplemented by two (2) years of vocational-technical or college coursework in Civil Engineering, Engineering Technology, or a related area; at least two (2) years of experience in surveying and civil engineering data collection, or a related area; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess Arkansas registration as a Land Surveyor within three (3)months of employment and maintain registration for the duration of employment in this position.

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
