JOB TITLE:  Information Systems Coordinator

 

MAINTENANCE REVIEW DATE:  September 1994

JOB OBJECTIVE:  To supervise the maintenance of computerized police records systems and ensure compliance with applicable rules and regulations.

 

ACCOUNTABILITY:  Receives general direction from the Police Lieutenant (Management Research).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Supervises the maintenance of Police computer files including entering and updating of all records associated with the Police Arkansas Crime Information Center (ACIC), National Crime Information Center (NCIC) and Computer Aided Dispatch (CAD) systems.

 

2.         Coordinates the planning and development of the police computer systems by conferring with personnel in the Police Department, Office of Information Technology, Office of Emergency Services, and other City departments.

 

3.         Assists computer personnel in the installation of software and hardware; establishes procedures and configuration of computerized police data records and reporting systems.

 

4.         Determines security clearance for police computer files.

 

5.         Ensures compliance with governmental policies for destroying obsolete or unnecessary data.

 

6.         Investigates problems with data entry, retrieval and reporting; recommends and implements approved policies and procedures.

 

7.         Provides assistance in developing and implementing training programs and ensures training for users of the Police computer systems.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Researches the market to meet specific software needs for updating the computer systems; works with programmers to establish software and hardware specifications.

 

2.         Recommends the purchase of computer equipment and software according to capability, cost, and Department requirements.

 

3.         Provides assistance in reviewing bids and specifications for computer software packages for the Fire and Police Departments' combined communication systems.

 

4.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Comprehensive knowledge of ACIC and NCIC codes and requirements.

 

Comprehensive knowledge of the computerized police records requirements in the CAD system.

 

Comprehensive knowledge of computerized police records systems.

Considerable knowledge of management procedures and record-keeping practices.

 

Considerable knowledge of methods and techniques of employee training and development.

 

Some knowledge of COBOL and PL/1 computer languages relative to police dispatching and records systems.

 

Some knowledge of computer logic and flow charting.

 

Skill in the operation of computer terminal keyboard and peripheral equipment.

 

Ability to interpret ACIC and NCIC codes.

 

Ability to compile and prepare narrative and statistical reports.

 

Ability to supervise clerical and technical personnel.

 

Ability to maintain detailed computerized record keeping systems.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

Completion of two (2) years of college or vocational technical school coursework in Computer Sciences, or a related area; at least four (4) years of experience in the maintenance and modification of a law enforcement agency's computerized records systems, including ACIC, NCIC, and CAD systems; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess Arkansas Crime Information Center (ACIC)/National Crime Information Center (NCIC) certification within six (6) months of employment and maintain certification for the duration of employment in this position.
