JOB TITLE: Impound Services Auction Technician

JOB
OBJECTIVE: To provide clerical and technical assistance
in the public auction of impounded vehicles in accordance with all applicable
federal, state, and local laws, ordinances, policies, and regulations.
ACCOUNTABILITY: Receives general supervision from the Impound Services
Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Establishes
and maintains computerized and hard copy files of vehicles for auction; reviews
files to ensure accurate and complete documentation is received prior to the
sale of vehicles to comply with all applicable federal, state, and local laws,
ordinances, policies, and regulations.
2. Enters
and retrieves vehicle and auction information by operating a microcomputer
utilizing database and word processing software.
3. Notifies
lien holders, registered owners, and other required parties prior to the sale
of vehicles; ensures compliance with City and State rules and regulations.
4. Compiles,
types, and ensures accuracy of a list of vehicles for auction; prepares
newspaper advertisements of vehicles for sale and forwards to the newspaper.
5. Provides
or receives information from the Little Rock Police Department, Arkansas State
Police and National Crime Insurance Bureau regarding proposed auction vehicles
relating to stolen, abandoned and unidentifiable vehicles.
6. Verifies vehicle identification number of impounded vehicles with computer reports received from the State Department of Finance and Administration – Motor Vehicle Division and the Division of Emergency Services.
7. Ensures
a sufficient number of vehicles with completed documentation files in the
City’s possession to warrant scheduling an auction.
8. Prepares
auction packets for vehicles to be auctioned in accordance with State statutes
and guidelines of the State Department of Finance and Administration – Motor
Vehicle Division.
9. Registers
auction patrons and verifies identification to permit entry into auction area
by utilizing a microcomputer.
10. Receives,
records, and verifies amount of final bids for vehicles at auction sales;
collects money from final bidders; verifies and provides buyer with bill of
sale, invoice and other required documentation before auctioned vehicle is
removed from the facility.

11. Investigates
and responds to complaints with buyer title transfer; researches and presents
documentation to the State Department of Finance and Administration – Motor
Vehicle Division to process suspense vehicles for title transfer.
12. Provides assistance to the
Impound Supervisor in developing, maintaining, and recommending improved
methods relating to auction policies and procedures.
13. Operates
a City vehicle in the performance of essential functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Serves
as backup to Impound Attendants II.
2. Performs
other related duties as required.

ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of high school; at
least two (2) years of general clerical experience utilizing a computer
terminal or microcomputer; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.

Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
