JOB TITLE:  Human Resources Technician II (Employment Services)

 

MAINTENANCE REVIEW DATE:  August 2000

 

ORG/POS #:  1200/1667

 

JOB OBJECTIVE:       To provide technical support for the Human Resources Department Employment Services Division.

 

ACCOUNTABILITY:  Receives general supervision from the Human Resources Analyst – Senior (Employment Services).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Administers written examinations and other selection devices; ensures accuracy, security and confidentiality of test materials and compliance with policy.

 

2.         Provides information and answers questions to applicants concerning test scores, referral process, and procedures.

 

3.         Ensures submitted requests for personnel comply with the position control database of the City’s mainframe payroll/personnel system.

 

4.         Maintains and modifies City vacancy and Police Officer applicant databases, including but not limited to data entry and report generation.

 

5.         Creates and distributes referral packets to hiring departments, including applicant documents, hiring instructions, position information and medical evaluation information; ensures returned referral packets are complete and accurate; forwards information concerning hired applicants to the Employment Specialist; resolves any discrepancies or incompleteness concerning referral packets with hiring authority or Human Resources Analyst; updates computerized vacancy tracking system upon return of referral packet; files vacancy and applicant information.

 

6.         Schedules practical exams; prepares practical exam rating packets and instructions; notifies applicants by correspondence of appointments and results.

 

7.         Creates and updates referral lists for positions requiring a written exam; ensures each applicant's status is updated.

 

8.         Resolves applicant complaints and inquiries during examination process and refers unresolved complaints to an Employment Services Analyst or the Employment Services Manager.

 

9.         Operates a computerized scanner system to score all multiple choice examinations, creates computerized scoring templates and records test scores, scans testing and promotional documents

 

10.       Prepares form letters notifying applicants of test results and application status, including fire and police promotional applicants, utilizing a microcomputer with word processing software.

11.       Prepares and maintains position and individual confidential test files; ensures exhausted and/or expired position files are separated from current files; prepares files for archives.

 

12.       Prepares and places newspaper advertisements for assigned position vacancy recruiting; reviews and corrects ad proofs prepared by publisher.

 

13.       Prepares monthly and annual reports concerning testing, referral, hiring, and applicant information utilizing a microcomputer with database, spreadsheet, and word processing software.

 

14.       Maintains the City’s job line recording by adding or deleting vacancy announcements.

 

15.       Arranges hotel accommodations for assessors and procures meeting rooms; creates refreshment schedules and meeting room set-ups; notifies and confirms arrangements with facilities; ensures arrangements are accurate and resolves discrepancies during function.

 

16.       Maintains an inventory of test booklets, supplies and test materials for all testing events including, Assessment Centers and examinations; requests and obtains supplies as needed.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Prints testing and promotional materials and ensures confidentiality is maintained.

 

2.         Conducts surveys concerning recruiting and testing procedures.

 

3.         Monitors fire and police promotion applicants during test review; ensures all review materials are secure and all inquiry responses comply with Division policy.

 

4.         Provides backup to the Human Resources Clerks’ by accepting applications, answering questions and providing information, directing callers and visitors to appropriate personnel or department.

 

5.         Attends job fairs and provides general application and testing information.

 

6.         Performs other related duties as required.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of two (2) years college coursework in Human Resources Administration, Business Administration, Psychology, or Sociology; at least one (1) year of experience working in a human resources department, or other office environment; at least one (1) year of personal computer experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
