JOB TITLE:  Human Resources Technician II (Employee Relations)

 

MAINTENANCE REVIEW DATE:  February 1998

 

ORG/POS #:  1200/

 

JOB OBJECTIVE:  To provide technical support for the Human Resources Department Employee Relations Division.

 

ACCOUNTABILITY:  Receives general supervision from the Human Resources Analyst II (Employee Relations).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Researches, collects, and compiles information relative to Departmental issues.

 

2.         Maintains hard copy and computer files and records of all created positions, reclassification requests, maintenance audits, final disposition of actions, and other related documentation.

 

3.         Compiles salary and benefit survey results; distributes survey results.

 

4.         Compiles and distributes the annual Compensation Manual.

 

5.         Responds to requests for salary information from other organizations by completing written surveys and providing information by telephone.

 

6.         Prepares regular and special narrative and statistical reports; utilizing a microcomputer with spreadsheet and word processing software.

 

7.         Maintains records and materials regarding salary data, labor negotiations, and special projects.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Recommends benchmark positions, benefits information, and participants to be included in City salary and benefit surveys.

 

2.         Presents the Employee Relations portion of the monthly orientation program.

 

3.         Processes grievance and disciplinary action appeal hearing requests by scheduling hearings and creating and maintaining files.

 

4.         Researches and compiles information data concerning possible changes to human resources programs (i.e., benefits, leave, and compensation).

 

5.         Conducts file searches regarding EEOC charges.

 

6.         Conducts exit interviews.

 

7.         Performs other related duties as required.

Good knowledge of human resources principles and practices.

 

Good knowledge of research methods and techniques.

 

Familiarity with basic statistics.

 

Skill in the operation of a microcomputer, utilizing spreadsheet and word processing software.

 

Ability to research information regarding human resources issues.

 

Ability to compile statistical data.

 

Ability to perform mathematical calculations.

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

Completion of two (2) years of college course work in Human Resources Administration, Psychology, Business Administration, or a related area; at least two (2) years of experience in a technical or paraprofessional position in a human resources department setting, or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
