JOB TITLE:  Human Resources Analyst I (Employment Services)

 

MAINTENANCE REVIEW DATE:  March 1999

JOB OBJECTIVE:  To develop and administer valid examinations which objectively assess the knowledge, skills, and abilities of applicants.

 

ACCOUNTABILITY:  Receives general supervision from the Human Resources Analyst II. (Employment Services).

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops employment examinations (i.e., structured panel interviews, training and experience evaluations, written examinations, work samples, and application screenings); develops examination scoring procedures and calculates cutoff scores. 

 

2.         Analyzes positions by reviewing job descriptions and specifications, interviewing supervisors and incumbents, and observing incumbent work performance to determine the most appropriate examination methods. 

 

3.         Conducts item analysis and other statistical procedures on examinations; revises test items and procedures. 

 

4.         Conducts validation studies of examinations. 

 

5.         Ensures that all examinations and other necessary materials are prepared for each testing session. 

 

6.         Administers or directs the administration of examinations and other selection procedures. 

 

7.         Scores examinations and evaluates experience and training questionnaires according to established standards. 

 

8.         Analyzes testing procedures to ensure compliance with professional testing standards, Arkansas State Statutes, federal laws and guidelines, Civil Service Rules and Regulations, and City policies and procedures. 

 

9.         Maintains the item bank database and software utilized for the Fire Department promotional testing by installing new item banks, editing questions, assessing the job relatedness of items for specific ranks and updating source references for individual questions.

 

10.       Trains assessors relating to role playing and assessment center procedures during the assessment center process.

 

11.       Develops job simulation exercises and assists in the administration of assessment centers and job simulations.

12.       Develops advertisements and announcements for positions and recommends advertisement strategies to department hiring authorities.

 

13.       Maintains selection procedure development information and summary statistics for non-uniformed positions and promotion files for uniformed positions.

 

14.       Prepares regular and special narrative and statistical reports. 

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Recommends changes and revisions of division policies and procedures.

 

2.         Attends job fairs and provides general application and testing information.

 

3.         Conducts research relating to computer testing software and application methods.

 

4.         Advises hiring authorities regarding recruiting, screening, and interviewing.

 

5.         Maintains applicant test results, applicant tracking records, eligibility list files, and position selection procedure files. 

 

6.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of professional test development principles and practices.

 

Good knowledge of test validation methods and techniques.

 

Good knowledge of job analysis principles and practices.

 

Good knowledge of the federal Uniform Guidelines on Employee Selection Procedures.

 

Good knowledge of federal, state, and local laws and regulations governing selection and employment.

 

Good knowledge of Civil Service Commission Rules and Regulations as they apply to selection and employment.

 

Some knowledge of interviewing methods and techniques.

 

Some knowledge of descriptive statistics.

 

Familiarity with inferential statistics.

 

Skill in the operation of a microcomputer, utilizing word processing, spreadsheet, and database software.

 

Skill in the operation of a computer terminal.

 

Ability to develop and validate selection devices in compliance with federal, state and local laws and regulations and professional standards.

 

Ability to prepare detailed narrative and statistical reports.

 

Ability to conduct job analysis to determine selection criteria and procedures.

 

Ability to analyze selection devices completed by applicants to determine whether they meet minimum qualifications.

 

Ability to direct the administration of examinations.

 

Ability to maintain hard copy and computer files and records.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to develop examination scoring procedures and calculate cutoff scores.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of a Bachelor's degree in Human Resources Administration, Applied Psychology, or a related area; at least two (2) years of experience in employment testing and selection, which includes test development; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
