JOB OBJECTIVE:  Ensures the accurate and effective assessment and placement of qualified individuals in job openings in compliance with state, federal, Civil Service, and City guidelines.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops and supervises the development of employment examinations (i.e., assessment centers, structured interview panels, training and experience evaluations, written examinations, work samples, application screenings, and structured resumes); develops examination scoring procedures and calculates cutoff scores.

 

2.         Ensures job analysis and test procedures are in compliance with standard Federal Guidelines, Arkansas state statutes, Civil Service Rules and Regulations, and City policies and procedures.

 

3.         Analyzes positions by reviewing job descriptions and specifications, observing performance of duties, and interviewing supervisors and incumbents to determine the most appropriate examination methods.

 

4.         Implements and directs the administration and scoring of examinations; ensures all examinations and other necessary materials are prepared for each testing session; maintains the computerized scoring system by ensuring scoring keys are accurate and accessible, developing scoring programs, and developing programs to correctly interpret the data from the answer sheet.

 

5.         Develops training materials, assessor and candidate schedules, job simulation scenarios, scoring guides, assessor and department staff instructions and procedures for assessment centers.

 

6.         Conducts training for assessment centers and panel interviews.

 

7.         Ensures the timely scheduling and arranging of all elements of assessment centers to include obtaining assessors, lodging, transportation, meeting facilities and equipment.

 

8.         Conducts item analysis and other statistical procedures on examinations; revises test items and procedures.

 

9.         Conducts validation studies of examinations; reports study findings and makes recommendations to the Employment Services Manager.

 

10.       Ensures test development and test result records, hard copy and computer files are maintained.

 

11.       Compiles data and prepares regular and special statistical reports; operates a microcomputer with database and spreadsheet software.

 

12.       Directs the work activities of assigned professional and clerical personnel.

 

13.       Conducts research and develops proposals for changes concerning employment examinations, testing practices, procedures, policies and computer applications.

 

14.       Serves as backup to the Employment Services Manager by directing Division activities during absences.

 

15.       Ensures all Requests for Personnel (HR-1s) are processed promptly and accurately; monitors status of existing HR-1s; maintains the database of HR-1s and related testing activities.

 

16.       Ensures positions have adequate applicant pools; writes and places advertisements; targets recruiting sources and monitors recruiting, testing, and interviewing processes.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Prepares job announcements; schedules test administration dates and times, and arranges for the use of facilities and equipment.

 

2.         Scores examinations in accordance with established standards.

 

3.         Prepares candidate lists for Civil Service Commission Certification.

 

4.         Reconciles invoices for payment related to testing activities.

 

5.         Monitors newspaper advertisements and job announcements to ensure accuracy and effectiveness.

 

6.         Advises hiring authorities concerning recruiting, advertising strategies, screening, and interviewing.

 

7.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Provides general supervision to the Human Resources Analyst I (Employment Services).

 

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of test development principles and practices.

 

Knowledge of test validation methods and techniques.

 

Knowledge of job analysis principles and practices.

 

Knowledge of the federal Uniform Guidelines on Employee Selection Procedures.

 

Knowledge of federal, state and local laws and regulations governing selection and employment.

 

Knowledge of Civil Service Commission Rules and Regulations as they apply to selection and employment.

 

Knowledge of interviewing methods and techniques.

 

Knowledge of descriptive and inferential statistics.

 

Knowledge of computer fundamentals and business software, including database, spreadsheet and word processing software.

 

Knowledge of training techniques and methods.

 

Knowledge of research methods and techniques.

 

Skill in the operation of a microcomputer, utilizing database, spreadsheet and word processing software.

 

Ability to develop training materials.

 

Ability to develop and validate selection devices in compliance with federal, state and local laws and regulations.

 

Ability to prepare detailed narrative and statistical reports.

 

Ability to conduct job analysis to determine selection criteria.

 

Ability to analyze selection devices completed by applicants to determine whether they meet the minimum qualifications for the position.

 

Ability to direct the administration of examinations.

 

Ability to direct the work activities of assigned professional and clerical personnel.

 

Ability to maintain hard copy and computer files and records.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to develop examination scoring procedures and calculate cutoff scores.

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor’s Degree, in Human Resources Administration, Applied Psychology, or a related area; two (2) years of experience in testing and selection, which includes test development;  one (1) year of experience in the administration of selection processes (i.e. assessment centers; structured interviews, job scenarios); one (1) year of supervisory experience .  Equivalent combinations of education and experience will be considered.
