JOB OBJECTIVE: To analyze, organize, and coordinate special programs and projects; to ensure that all budgeting and purchasing activities in the Housing and Neighborhood Programs Department comply with procedures and regulations; to disseminate information regarding Departmental activities and services; to direct the activities of the Neighborhood Resource Center and staff.
ESSENTIAL JOB FUNCTIONS:
1. Monitors the Departmental budget by reviewing monthly budget reports to ensure budget amounts are not exceeded and that funds are available for operating and program expenses; reviews and approves all budget transactions including purchase requisitions, payroll, travel requests and account transfers; assists in the preparation and monitoring of the Department’s budget.
2. Compiles materials required to prepare annual budget figures for the Department; reviews and approves all budgets for approval by the Director.
3. Investigates operational and administrative problems or complaints; reports finding and recommends solutions to Director; conducts program evaluation and feasibility studies on Departmental operations and recommends course of action to Director for improving efficiency and effectiveness of Departmental programs; evaluates current program service levels and develops plans to increase visibility and effective utilization of resources; conducts research to identify strengths and weaknesses of various Housing programs and projects.
4. Serves as administrative liaison between the Department and other City departments and the general public; plans and organizes meetings with citizens, City officials, and department staff to discuss Departmental project activities.
5. Conducts research and assesses feasibility and opportunities for creating programs and projects, including new program and new technology development; prepares statistical reports and recommendations for the Director.
6. Researches materials and conducts surveys and studies to obtain information required for Department action; prepares reports and makes recommendations to the Director.
7. Maintains hard copy and computer files and records of all special programs and projects, including cost, participation, and results.
8. Directs Departmental activities in the absence of the Director.
9. Directs the operations of the Neighborhood Resource Center, including switchboard operation, special program development, building security, and maintenance.
10. Operates a City pool automobile in the performance of essential job functions.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Serves as Departmental liaison on computer, networking and software issues; analyzes software and computer hardware for use in Department activities and facilities; provides cost and production recommendations to Director.
2. Makes presentations to the general public and City Board of Directors on various Departmental projects and programs.
3. Reviews purchase requisitions and approves those which comply with budget and procedural constraints; ensures required purchase information including justification, has been included; establishes an annual purchasing schedule to ensure budget items are purchased.
4. Develops and coordinates special projects and programs; maintains budgets for all special projects to include drafting of funding resolutions and preparing evaluations of special programs.
5. Serves as Departmental liaison to the Community Housing Advisory Board (CHAB) by attending meetings, providing assistance with establishing goals and objectives; identifying sources of information and developing new programs for the Board.
6. Operates a microcomputer with database, spreadsheet, and word processing software.
7. Performs other related duties as required.
SUPERVISORY RESPONSIBILITIES: Historic Preservation Administrator, Office Assistant I and Office Assistant III.
MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of administrative methods and practices and management principles and practices, including strategic planning and total quality management.
Knowledge of public administration principles and techniques, including program development, program analysis techniques, and public awareness strategies.
Knowledge of budget processes.
Knowledge of inventory control principles and practices.
Knowledge of computer fundamentals and business software, including database, spreadsheet, and word processing software.
Knowledge of English grammar and syntax.
Knowledge of research methods and techniques.
Knowledge of generally accepted accounting and auditing principles and practices.
Knowledge of statistical analysis methods.
Skill in the operation of a microcomputer, utilizing database, spreadsheet, and word processing software.
Skill in the operation of a computer terminal.
Skill in the operation of general office equipment, i.e., calculator, typewriter.
Skill in the operation of a ten-key calculator.
Skill in the operation of an automatic transmission automobile.
Ability to analyze, interpret, and prepare reports of research findings.
Ability to develop administrative policies and procedures.
Ability to develop and implement special programs and projects.
Ability to develop Departmental procedures regarding budgeting and purchasing.
Ability to evaluate financial records for accuracy.
Ability to maintain hard copy and computer files and records.
Ability to perform mathematical calculations.
Ability to plan and draft brochures, exhibits, and other informational materials.
Ability to prepare concise written materials, both for communication and documentation, for use in program activities.
Ability to prepare detailed narrative, financial, and statistical reports.
Ability to prepare specifications for the purchase of equipment.
Ability to supervise the payment of invoices for vendors.
Ability to direct the work activities of assigned personnel.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Bachelor's degree in Business Administration, Public Administration or a related area, and four (4) years of experience at the professional or managerial level in accounting, budgeting, finance, program development and analysis, or a related area. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
