JOB TITLE:  Home Rehabilitation Technician

 

MAINTENANCE REVIEW DATE:  December 1995

JOB OBJECTIVE:  To process required paperwork for Home Rehabilitation projects.

 

ACCOUNTABILITY:  Receives general supervision from the Housing Programs Administrator.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Interviews applicants for low interest home repair loans to obtain necessary information and determine eligibility for loans.

 

2.         Assists applicants in completing loan application paperwork; explains applications and construction procedures.

 

3.         Verifies loan application information, including employment history, bank account balances, mortgage information, etc.

 

4.         Serves as liaison between loan applicants and lending institution and abstract company personnel concerning loan documents, closing dates, etc.

 

5.         Provides home rehabilitation information to Housing Inspectors for their field files; processes and files inspection reports and payment requests.

 

6.         Arranges and attends loan closings and preconstruction conferences; records necessary legal documents at the courthouse.

 

7.         Assists in the preparation of various divisional narrative and numerical reports by compiling necessary data.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Operates a Creditmatic machine to obtain applicants' credit ratings; notifies applicants by letter of unsatisfactory ratings and discusses criteria for resubmitting applications.

 

2.         Reviews homeowners' insurance coverages to determine if coverage changes are necessary.

 

3.         Ensures applicants have receipts for payment of current real estate taxes; requests waiver of judgment against property title as necessary.

 

4.         Maintains files for each rehabilitation case and monitors progress on loan application processing.

 

5.         Assembles bid packages and provides technical assistance to owners for requesting, receiving, opening, and evaluating bids.

7.         Enters loan information into a microcomputer; types correspondence and forms as required.

9.         Performs other related duties as required.

Good knowledge of federal regulations governing the required documentation for home repair loan applications.

 

Good knowledge of the process involved with clearing property titles and loan closures.

 

Good knowledge of business mathematics.

 

Skill in the operation of a computer terminal.

 

Skill in the operation of a calculator.

 

Skill in the operation of a Creditmatic machine.

 

Skill in the operation of an instamatic camera.

 

Ability to read and interpret federal laws and regulations.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a high school at least one year of experience in mortgage loan processing, or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT: 

 

Must possess or be able to obtain a valid Arkansas Class "D" vehicle operator's license before employment and maintain licensure for the duration of employment in this position.
