JOB OBJECTIVE: Provides assistance for air searches, river rescues, high-rise building rescues, and other assignments, by providing air survey and aviation response; provides training for Helicopter Pilots.
ESSENTIAL JOB FUNCTIONS:
1. Pilots a rotary-wing aircraft, serving as pilot or co-pilot, to assist in air searches, river rescues, high-rise building rescues, and other assignments.
2. Ensures that aircraft is properly outfitted for each assignment (equipment, supplies, etc.).
3. Performs preflight inspection of aircraft; checks rotors, fuel, lubricants, controls, etc.
4. Prepares written reports on assignments; maintains flight logs.
5. Obtains weather reports; determines to proceed with assignments given forecasted weather conditions.
6. Operates a radio to maintain contact with and to report information to airport personnel and Police Department personnel.
7. Provides flight and ground training for Helicopter Pilots for new hires and to meet annual requirements of current pilots.
8. Conducts annual check rides for Helicopter Pilots.
9. Develops training materials for flight and ground training, including lesson plans with identified learning objectives, curriculum and other material needed; selects teaching aids such as training handbooks, articles, books, videos, and other materials.
10. Maintains hard copy records of all training and check rides, including type of training, materials presented, and length of training provided for each Helicopter Pilot.
11. Provides assistance to the Helicopter Mechanic for repairs; serves as backup to Helicopter Mechanic.

MINIMUM QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Federal Aviation
Administration (FAA) laws and regulations.
Knowledge of rotary-wing aircraft operating procedures.
Knowledge of air traffic safety.
Knowledge of flying procedures and navigational techniques.
Knowledge of training materials, methods, and techniques.
Knowledge of Federal Aviation Administration and police radio operation and procedures.
Knowledge of preventive maintenance methods, repair practices, safety requirements and inspection procedures.
Knowledge of aircraft maintenance regulations.
Skill in the operation of a rotary-wing aircraft.
Skill in the operation of radio equipment.
Ability to conduct pre-flight inspections of aircraft.
Ability to maintain aircraft maintenance logs and prepare reports.
Ability to maintain practical testing and training hard copy records.
Ability to detect and identify aircraft malfunction symptoms.
Ability to detect and recognize ground conditions and characteristics (i.e., utility line breaks, river currents, etc.).
Ability to read maps and air navigation charts.
Ability to provide instruction.
Ability to develop training materials.
Ability to maintain and repair aircraft engines, airframes, and aircraft systems.
Ability to communicate effectively, both orally and in writing.
These knowledge, skills, and abilities are usually, although not always, acquired through completion of high school, one-thousand (1,000) hours of flight time experience in piloting rotary-wing aircraft, and five hundred (500) hours of flight time instruction. Equivalent combinations of education and experience will be considered.
ADDITIONAL REQUIREMENTS:
Must possess a valid Commercial Pilot’s License for rotary-wing aircraft from the Federal Aviation Administration (FAA) before employment and maintain licensure for the duration of employment in this position.
Must possess certification as a Flight Instructor for rotary-wing aircraft from the Federal Aviation Administration (FAA) before employment and maintain certification for the duration of employment in this position.
Must possess certification as a Basic Ground Instructor for rotary-wing aircraft from the Federal Aviation Administration (FAA) before employment and maintain certification for the duration of employment in this position.
Must possess Airframe and Powerplant Mechanic’s license from the Federal Aviation Administration (FAA) before employment and maintain certification for the duration of employment in this position.
