JOB TITLE:  GIS Technician

 

MAINTENANCE REVIEW DATE:  August 1997

JOB OBJECTIVE:  To provide staff support by performing the data development, applications, and maintenance functions for the Geographic Information System (GIS).

 

ACCOUNTABILITY:  Receives general supervision from the GIS Analyst.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Performs digital data revisions and updates from appropriate sources for maintenance of the GIS database, such as addresses, street widths, and maintenance district lines; enters data into computer database using Arc/Info Geographic Information System (GIS) software.

 

2.         Develops and maintains digital data associated with and complementary to the GIS database, such as wards, zones, and sanitation routes; enters data into a computer database using Arc/Info GIS software.

 

3.         Develops system programs for applications development and maintenance on the GIS, or in support of applications developed for other computer platforms; writes macros using Arc Macro Language (AML); creates data entry templates.

 

4.         Performs general mapping and digital data development functions for the Department, other City departments, and other customers, such as neighborhood associations and private sector organizations.

 

5.         Researches City, county, and other sources of records for revisions and updates to the GIS database.

 

6.         Participates in various committees and task force teams in support of PAGIS consortium activities by attending meetings and by assisting other members with database design, development, and revision-related tasks.

 

7.         Assists in the installation of GIS computer systems hardware and associated equipment, and general operating system maintenance and revisions.

 

8.         Assists in the development and maintenance of GIS database documentation and associated reports.

 

9.         Creates computer data exchange files (DXF) from Arc/Info GIS files for the Department, other City departments, and other customers.

 

10.       Performs quality control and quality assurance on digital products received from data conversion vendors; determines appropriate corrective action to correct any errors.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of GIS or Auto CAD computer system operations.

 

Some knowledge of Arc/Info computer software.

 

Familiarity with relational database operations.

 

Familiarity with of geography as related to map design and spatial analysis.

 

Familiarity with the use of coordinate geometry (COGO).

 

Familiarity with basic surveying methods and techniques.

 

Familiarity with computer fundamentals and business software, including database, spreadsheet, and word processing software.

 

Familiarity with computer networking concepts.

 

Familiarity with operating systems, such as Microsoft Windows and Microsoft NT.

 

Skill in the operation of a microcomputer.

 

Skill in the operation of computer systems and associated peripherals.

 

Ability to read and analyze maps.

 

Ability to create requested maps using Arc/Info software and GIS files.

 

Ability to perform moderately complex mathematical calculations.

 

Ability to create computer data templates which check for data entry errors.

 

Ability to read and interpret legal descriptions.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to maintain hard copy and computer files and records.

 

Ability to read and interpret GIS, computer system and related manuals.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of one (1) year of college or vocational-technical school coursework in computer-aided drafting and/or mapping, surveying, cartography, geography, computer science, or a related area; at least one (1) year of experience in computer mapping or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
