JOB TITLE: General Foreman (Signals)
MAINTENANCE

JOB
OBJECTIVE: To direct the installation, repair, and
maintenance of traffic signals.
ACCOUNTABILITY: Receives general direction from the Traffic Systems
Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Assigns
and directs the activities of work crews performing installation, repairs or
preventive maintenance on traffic signals; reviews work in progress to ensure
technical accuracy.
2. Schedules
routine maintenance and repairs of traffic signals, determines necessary
materials, equipment and personnel for emergency repair projects.
3. Utilizes
blueprints, prior to the installation or replacement of traffic signals, to
determine if special installation or maintenance requirements will be
necessary; recommends signal design changes to the Traffic Engineering section.
4. Answers
questions and provides technical information to Signal Technicians and Signal
Repair Technicians regarding specific maintenance and repair projects.
5. Selects
and provides training for new division employees; instructs employees in the
use of different types of traffic controllers, computer terminal equipment, the
use of Traffic Signal Standard manuals and safety precautions.
6. Prepares
tentative budget figures for traffic signal maintenance; recommends the
purchase of replacement equipment, if equipment requires special approval or
budget adjustment.
7. Schedules
the equipment used in the repair and replacement of overhead signals and signs;
assigns crews to the repair or replacement of traffic signal utility poles.
8. Operates
an assigned vehicle to respond to calls received from the Police Department and
citizens regarding malfunctioning and damaged traffic signals; ensures repairs
are made according to established work standards.
9. Compiles
information and prepares daily reports for the Management Information System,
listing time worked for employees, equipment and materials used.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Requisitions
and purchases needed materials and supplies; provides technical information
used in the preparation of specifications for equipment or supplies, to be
purchased by competitive bidding.

2. Monitors
the maintenance and repair of the Landfill Scale computers, spray equipment,
and other Public Works operations.
3. Performs other related duties as
required.
SUPERVISORY
RESPONSIBILITIES:
Provides general
supervision to Signal Technicians I, Signal Technicians II, and Signal
Repair Technicians.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Good
knowledge
of basic electronics and principles of solid state electronic equipment control
devices.
Good
knowledge
of basic electrical principles.
Familiarity with budgetary processes.
Skill in the use of traffic
computer equipment.

Skill in the operation of an
automatic transmission vehicle.
Ability to communicate tactfully
and effectively with Signal Technicians, Signal Repair Technicians, employees

skilled technical employees.
Ability to interpret blueprints and
schematic drawings.
Ability to read and interpret
electronic repair manuals and National Traffic Signal Standards.
Ability to schedule routine and
emergency maintenance projects.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
vocational technical school courses in advanced electronics; at least two
(2) years of experience in the installation and maintenance of electronic
devices; at least one (1) year of supervisory experience; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENTS:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
