JOB TITLE:  General Foreman (Control Devices)

 

MAINTENANCE REVIEW DATE:  February 1997

JOB OBJECTIVE:  To plan and direct the fabrication, installation, and maintenance of traffic control and informational signs, parking meters, and pavement markings.

 

ACCOUNTABILITY:  Receives general direction from the Public Works Operations Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Plans, schedules, and directs fabrication, installation, maintenance, repair, and replacement of traffic control, informational signs and parking meters; schedules and directs the installation of pavement markings, including paint, thermoplastic, and preformed plastics.

 

2.         Reviews blueprints and work orders for determining schedule priorities.

 

3.         Requisitions or purchases needed supplies and materials; provides technical information used in the preparation of specifications for materials to be purchased by competitive bids; recommends the purchase or replacement of equipment requiring special approval or budget adjustment.

 

4.         Prepares tentative budget figures for the Sign Shop, Meter Shop, and an estimate of materials required for completing street striping projects, sign installation, and replacement projects.

 

5.         Selects applicants to fill vacant positions or current employees to be promoted; provides training for new employees in the operation of pavement markings and sign fabrication equipment; provides training for all division employees regarding safety precautions, the use of equipment manuals and federal and state sign regulations manuals.

 

6.         Receives and investigates citizen complaints regarding sign placement or installation and citizen requests for special sign installation; receives citizen and police reports of accidents involving signs; assigns a work crew to perform the required maintenance, repair, or replacement.

 

7.         Prepares work order information for the Management Information System (MIS) scheduling and project tracking system; operates computer to retrieve work order data for various reports.

 

8.         Operates a City vehicle to inspect a sample of sign installation and maintenance projects to ensure that preestablished specifications and guidelines are followed.

 

9.         Maintains daily records of time worked for employees and equipment and materials used for each project.

10.       Provides technical information regarding specific sign installation or pavement marking projects; provides information to the Traffic Engineering Division regarding special signs or other needed control devices.

 

11.       Develops special procedures to test the performance of new sign or pavement marking equipment and materials.

 

12.       Prepares and performs preventive maintenance on sign fabrication and pavement marking equipment.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides immediate supervision to Foreman I (Control Devices), Leader, Crew Leader, Laborer, Sign Maintenance Worker, Traffic Sign Fabricator, and Meter Repair Worker II.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of the characteristics and application requirements of pavement marking and materials, including paints, thermoplastics, and preformed plastics.

 

Good knowledge of basic electronics and the principles of electro-mechanical control devices.

 

Some knowledge of hydraulic and pneumatic pumps, compressors, and spray mechanisms.

 

Some knowledge of mechanical clockworks.

 

Some knowledge of budgeting processes.

 

Some knowledge of federal, state, and local traffic sign regulations and specifications.

 

Skill in the operation of hand tools and light power tools.

 

Skill in the operation of metal working equipment.

 

Skill in the operation of medium and heavy-duty vehicles.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to set priorities for pavement marking and sign installation projects.

 

Ability to direct the activities of sign fabrication installation and maintenance employees.

 

Ability to keep detailed records.

 

Ability to read maps and engineering drawings.

 

Ability to operate a computer terminal keyboard.

 

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

Completion of high school or a vocational technical school course; at least two (2) years of experience in the operation and maintenance of complex equipment or in the use of paint and surface materials; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
