JOB TITLE:  Foreman III (Streets)

 

MAINTENANCE REVIEW DATE:  November 1996

JOB OBJECTIVE:  To supervise the assignment of work crews and the utilization and maintenance of all equipment and trucks used in the Public Works Department for the repair of street surfaces, culverts, ditches, and asphalt surfaces.

 

ACCOUNTABILITY:  Receives general supervision from the Street Maintenance Superintendent.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Assigns and supervises crews operating medium and heavy equipment, including backhoes, graders, draglines, bulldozers, front-end loaders, and low boys, in the maintenance of street surfaces and right-of-way properties.

 

2.         Conducts inspections of job sites to ensure correct performance of work, to assist in problem solving and to provide technical information.

 

3.         Maintains a daily master sheet, listing crews, locations and type of work being performed; assigns work crews for emergency street repairs.

 

4.         Assigns standby repair crews on a weekly basis; maintains records of assigned standby personnel and call-out time for payroll purposes.

 

5.         Reviews work requests to determine necessary manpower and equipment requirements and assigns appropriate equipment, truck and crews.

 

6.         Notifies contractors or developers of street repair or cleanup to restore job sites to original condition upon completion of assigned projects.

 

7.         Examines medium and heavy equipment and determines when repair or maintenance is needed.

 

8.         Ensures contact of utility companies in cases of work being done in or near underground line locations; contacts property owners to obtain leases for ditch construction or maintenance.

 

9.         Serves as contact person for the court’s Work Release Program; assigns to work crews and supervises work release, community service, juvenile justice, and court and jail prisoner workers; completes documentation.

 

10.       Receives and reviews citizen complaints regarding medium and heavy equipment work in progress, completed projects, needed repairs, or upon request of the Street Maintenance Superintendent.

11.       Maintains records and schedules training sessions in equipment operations and maintenance techniques for new and current employees; administers equipment operator and truck driver skills tests.

 

12.       Locates outside suppliers and purchases materials and supplies required for street construction and repair.

 

13.       Ensures availability and access for unneeded materials by performing on-site inspections of the City dump site.

 

14.       Investigates and reviews causes for disciplinary action and recommends disciplinary action to the Street Maintenance Superintendent; maintains a disciplinary file for all Division employees.

 

15.       Maintains employee files for the Division, including time worked, leave and job injury records; receives calls from employees reporting illnesses or other emergencies; approves leave requests; refers employees to the City physician for reassignment to normal duties after injury or extended illness.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Notifies the Street Maintenance Superintendent of unusual problems with street repair, construction projects, equipment or Division employees.

 

2.         Serves as backup to the Street Maintenance Superintendent during absences.

 

3.         Performs other related duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Considerable knowledge of materials, equipment, procedures, and methods used in street maintenance.

 

Considerable knowledge of occupational hazards and safety precautions involved in construction and medium and heavy equipment work.

 

Considerable knowledge of the capabilities, specifications and maintenance requirements for medium and heavy construction and earth-moving equipment.

 

Good knowledge of the geography of the City and street locations.

 

Some knowledge of the laws regarding right-of-way acquisitions and accessibility of private property for public use.

 

Skill in the operation of medium and heavy equipment used in street repair and maintenance, including backhoes, graders, draglines, bulldozers, front-end loaders, and lowboys.

 

Ability to supervise equipment operators and crews engaged in the operation of medium and heavy equipment.

 

Ability to diagnose malfunctions in mechanical or electrical systems of diesel, heavy equipment or gasoline powered trucks used in street maintenance or repair.

 

Ability to understand and follow technical oral and written instructions.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to establish and maintain effective work relationships with other employees and the general public.

 

Ability to prepare reports and maintain detailed records.

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

At least two (2) years of experience in street or road construction or maintenance; at least one (1) year of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT: 

 

Must possess a valid Arkansas Class A or B (Commercial Vehicle) Driver's License before employment; must obtain a valid Arkansas Class A (Commercial Vehicle) Driver’s License within sixty (60) days of employment and maintain licensure for duration of employment in this position.
