JOB OBJECTIVE:  To administer a program of preventive and corrective maintenance to ensure maximum operational efficiency of City vehicles and equipment.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Reviews Departmental policies, procedures, and operational guidelines and makes recommendations for revision to the Director.

 

2.         Supervises and directs the activities of the Fleet Services Operations Division.

 

3.         Serves as Department liaison between Fleet Services and other City Departments, and other contracting organizations to establish preventive and corrective maintenance schedules which are timely and efficient.

 

4.         Reviews and analyzes progress reports on vehicles and equipment undergoing repairs; works with supervisory personnel to obtain data required for projecting work completion schedules to meet established standards.

 

5.         Investigates and evaluates operational or administrative problems; reports finding and recommends solutions to Director; conducts feasibility studies on Division operations and recommends course of action to Director for improving efficiency and effectiveness of Division operations.

 

6.         Implements new methods and procedures for operations automation to minimize operating costs and ensure more efficient utilization of manpower and materials.

 

7.         Monitors the performance of Fleet Operations personnel; makes revisions to staff assignments and schedules to ensure effective operational efficiency.

 

8.         Conducts surveys of local market for data to develop cost analysis for repair versus replacement; recommends appropriate cost-effective alternatives.

 

9.         Prepares annual and long-range budget objectives for the Fleet Services Department, including capital improvement plans; submits information for approval by the Director.

 

10.       Establishes schedules for preventive maintenance based on equipment type, usage, and maintenance requirements.

 

11.       Recommends budget proposals for program expansions based on customer operational changes; negotiates necessary steps for implementation.

 

12.       Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Notifies Fleet Operations personnel of changes affecting policies, procedures, and operational guidelines to ensure uniformity in Departmental implementation.

 

2.         Reviews vehicle replacement specifications relating to the maintenance of vehicle.

 

3.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:  Service Coordinators I.

 

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of the methods and mechanical procedures necessary for the repair and operation of various classes of vehicles and equipment.

 

Knowledge of the practices and procedures of an automotive and equipment repair facility.

 

Knowledge of the methods, tools, equipment, materials, and supplies used in the repair and servicing of automobiles and motorized heavy equipment.

 

Knowledge of the operating principles of internal combustion, diesel, gasoline and butane fuel engines and related mechanical systems.

 

Knowledge of Occupational Safety and Health regulations governing the operation of a vehicle repair facility.

 

Knowledge of budget processes.

 

Knowledge of the City's purchasing procedures and sources for the procurement of materials and supplies.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to review and recommend policy and procedure revisions.

 

Ability to review, analyze, evaluate data and prepare related reports.

 

Ability to research and develop methods of operational automation.

 

Ability to direct the work activities of assigned personnel.

 

Ability to communicate effectively, both orally and in writing.

 

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree in Automotive Engineering, Business Administration, or a related area, and four (4) years of experience in managing preventive and corrective vehicle maintenance work, and two (2) years of experience supervising technical and supervisory personnel.  Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENTS: 

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver's License before employment and maintain licensure for the duration of employment in this position.
