JOB TITLE: Fleet Acquisition Specialist

JOB
OBJECTIVE: To coordinate the development of preliminary
specifications for vehicles, parts, and services and to ensure maximum vendor
competition and user input in the acquisition and disposal process.
ACCOUNTABILITY: Receives general supervision from the Fleet Acquisition
and Utilization Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Develops
draft specifications for the purchase of new and replacement vehicles and
equipment.
2. Develops
draft specifications for annual contracts for parts and outside services.
3. Sets
up and coordinates pre-bid conferences with vendors for the development of
contracts for vehicle, equipment, and supply purchases; attends pre-bid
conferences for clarification of specifications.
4. Prepares
monthly reports of acquisition activities; notifies supervisor of
irregularities and unusual problems.
5. Assists
in the preparation of annual budget projections for the Fleet Services
acquisition program.
6. Maintains
contact with Department customers and vendors to ensure knowledge of customer
needs and current market trends.
7. Finalizes
and submits specifications to supervisor for bidding; compiles bid recommendation
packages for review and approval.
8. Receives vehicles/work equipment from
vendors.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Maintains
a specification library for vehicles, work equipment, parts and services.
2. Administers the vehicle replacement
screening process.
3. Administers
the make ready process for new unit acquisition and surplus disposal.
4. Administers the vehicle insurance
program.
5. Administers
the Annual Purchase Order and Contract Services program.
6. Coordinates
changes and corrections in the vehicle database.

of automotive equipment, parts and services.

knowledge
of City purchasing procedures.
Good
knowledge
of the practices, principles and methods of fleet management.
Some
knowledge
of budget processes.
Skill in the use of a
microcomputer.
Ability to write technical bid
specifications.
Ability to maintain computerized
records.
Ability to prepare narrative and
statistical reports.
Ability to communicate effectively,
both orally and in writing.

ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
two (2) years of college coursework in Business Administration or
related area; at least two (2) years of experience in fleet acquisition/purchasing;
at least one (1) year of experience in technical specification writing; OR any equivalent combination of experience
and training which provides the required knowledge, skills and abilities.
