JOB TITLE:  Fleet Acquisition and Utilization Manager

 

MAINTENANCE REVIEW DATE:  December 1997

JOB OBJECTIVE:  To administer a cost-effective fleet acquisition and utilization services program for the City of Little Rock to ensure reliable transportation and efficient equipment operations for maximum productivity.

 

ACCOUNTABILITY:  Receives general direction from the Director of Fleet Services.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Directs the implementation of policies, procedures, and guidelines for the administration of a Fleet Acquisition Program to ensure consistency, efficiency, and program effectiveness.

 

2.         Supervises and directs the operational activities of acquisition and utilization, including vehicular replacement, loaner pools and disposal of surplus fleet units.

 

3.         Recommends cost-effective alternatives to acquisition such as rental or leasing.

 

4.         Recommends replacement schedule based on life expectancy for each vehicular type.

 

5.         Confers with the Purchasing Division staff for the development of contracts for the rental or leasing of fleet units from private vendors.

 

6.         Develops specifications for the purchase of new and replacement vehicles and equipment to comply with existing supply agreement for each standard unit class type.

 

7.         Provides technical information and assistance to Fleet Liaison Committee representatives in the design and implementation of a fleet cycle program to ensure available vehicles to meet current and projected fleet services requirements.

 

8.         Prepares and submits regular monthly reports of fleet acquisition and utilization services activities.

 

9.         Prepares annual budget projections for the required fleet acquisition and utilization services for approval by the Fleet Services Director.

 

10.       Maintains contact with customers and vendors to ensure knowledge of customer needs and competitive pricing.

 

11.       Develops fee schedules for vehicles and equipment; notifies departments of fee schedules for use in budgeting for equipment usage.

12.       Develops depreciation schedules based on initial cost and useful life expectancy.

 

13.       Road tests and evaluates units to ensure all completed work has been completed to established standards.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Ensures the maintenance of a computerized record system for fleet acquisition services.

 

2.         Determines surplus fleet units and notifies Purchasing personnel to ensure proper disposal.

 

3.         Establishes and supervises the operation of satellite fleet loaner pool units at designated locations of backup when other fleet units are unavailable.

 

4.         Conducts surveys of local market vendors to obtain information of current trends and vehicle availability for the preparation of specifications.

 

5.         Schedules special and periodic audits of inventory and stock control records; notifies Fleet Services Director of results and corrective action needed.

 

6.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Fleet Acquisition Specialist, Fuel System Technician, and Transportation Code Coordinator.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Good knowledge of descriptive and inferential statistics.

Good knowledge of regulatory requirements pertaining to fuel storage and dispensing systems.

 

Some knowledge of budget processes.

 

Skill in the operation of a computer terminal keyboard.

 

Skill in the operation of various types of vehicles and equipment.

 

Ability to develop and implement policies, procedures and guidelines relative to fleet acquisition.

 

Ability to write highly technical bid specifications for vehicle and equipment purchases.

 

Ability to conduct vehicle utilization analysis.

 

Ability to establish a computerized records maintenance system.

 

Ability to prepare accurate and concise correspondence and reports.

 

Ability to communicate effectively, both orally and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Business Administration or a related area; at least three (3) years experience in fleet acquisition and utilization management and vehicle leasing; at least two (2) years of supervisory experience; OR an equivalent combination of experience and training which provides the required knowledge, skills and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
