JOB OBJECTIVE:  To perform various accounting duties related to establishing, maintaining, and reconciling fixed asset schedules for City purchased real and personal property.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Establishes, maintains, and reconciles fixed asset schedules for city purchases of real and personal property.

 

2.         Maintains an inventory of property and equipment purchased by City departments; tags and verifies the location of all equipment.

 

3.         Maintains and reconciles fixed assets purchased and/or provided for by grants and special programs.

 

4.         Establishes and maintains accounting records for building, land, and equipment acquired by the City; ensures transactions are in compliance with generally accepted accounting principles and City policy and procedures.

 

5.         Performs reconciliations between the general ledger, monthly investment statements and Workers’ Compensation insurance statements and fixed asset system.

 

6.         Processes bank money wire transfers including income taxes, investments, and payroll, by completing appropriate paperwork, placing orders, and ensuring transfers take place according to orders.

 

7.         Answers questions and provides information to employees in other departments and out side agencies regarding fixed assets.

 

8.         Prepares reports for City departments for verification of equipment; ensures all equipment is accounted for.

 

9.         Collects data from insurance companies and other City agencies to determine market value of City-owned property and to determine value of City-provided services; tabulates reimbursements due the City and prepares billing statements.

 

10.       Collects payments from outside agencies for property, public official, and Workers' Compensation insurance; tabulates payments and prepares bills for mailing to insurance company and other City agencies.

 

11.       Interprets regulations to ensure compliance with all local, municipal, state and federal ordinances, rules and regulations related to fixed assets.

 

12.       Operates a microcomputer with database, spreadsheet, and word processing software to generate correspondence, memoranda, and reports.

 

13.       Maintains an inventory of investments and reconciles to balance sheet accounts.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Monitors and prepares purchase requisitions to verify amounts charged and to ensure purchase requisitions are coded to the appropriate budget accounts.

 

2.         Maintains hard copy and computer files and records of various projects.

 

3.         Performs other related duties as required.

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of standard office practices and procedures.

 

Knowledge of proper filing and record keeping systems.

 

Knowledge of basic accounting terminology and principles.

 

Knowledge of bookkeeping principles and practices.

 

Knowledge of computer fundamentals and business software, including database, spreadsheet and word processing software.

 

Knowledge of hard copy and computer filing and record-keeping systems.

 

Knowledge of federal and state regulations governing fixed assets.

 

Familiarity with accounting practices and principles.

 

Skill in the operation of a microcomputer, utilizing database, spreadsheet and word processing software.

 

Skill in the operation of a computer terminal.

 

Skill in the operation of a desk calculator.

 

Ability to establish and maintain detailed financial records.

 

Ability to maintain hard copy and computer files and records.

 

Ability to compile data and prepare correspondence and reports.

 

Ability to prepare detailed numerical reports.

 

Ability to perform mathematical calculations rapidly and accurately.

 

Ability to maintain accounting journals and ledgers.

 

Ability to compute fees, fines, and other charges.

 

Ability to reconcile bank statements.

 

Ability to review accounting records for accuracy.

 

Ability to communicate effectively, both orally and in writing.

 

These knowledge, skills, and abilities are usually, although not always, acquired through the completion of two (2) years of college or vocational technical school course work in Bookkeeping, Accounting, or a related area; and four (4) years of experience in bookkeeping and clerical accounting.  Equivalent combinations of education and experience will be considered.
