JOB TITLE: Fiscal Systems Administrator

JOB
OBJECTIVE: To ensure the accuracy and synchronization
of on-line and off-line financial and payroll system account balances; to direct
the conversion, implementation, maintenance, security, and user training for
assigned computer systems.
ACCOUNTABILITY: Receives general supervision from the City Controller.
ESSENTIAL
JOB FUNCTIONS:
1. Analyzes
existing data processing applications to determine the capability of existing
systems to meet departmental needs; provides information to the Department of
Management Support relative to changes or additions to the existing systems
necessary to improve efficiency and meet the needs of the Finance Department.
2. Supervises
the testing of finance and payroll system updates; ensures testing is completed
according to established schedules.
3. Plans
and presents user training programs for City department employees regarding
finance and personnel computer systems.
4. Ensures
the accuracy of on-line and off-line financial accounts by verifying financial
system printouts; researches all discrepancies between on-line and off-line
data processing reports including financial status; determines and documents
errors and requests reruns after corrections have been made.
5. Assigns
and changes user access codes to financial and payroll data; maintains a
security file of all codes.
6. Transfers
finance and payroll system data from mainframe computer system onto diskettes
for processing on microcomputers; provides assistance to other Finance
Department employees by transferring finance and payroll systems data from the
mainframe computer system into microcomputer software applications used for
budget purposes.
7. Provides
assistance in maintaining Finance Department computers by troubleshooting
problems with the Department of Management Support personnel.
8. Maintains
finance server and connections to City network; coordinates user access to
network.

SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Researches
available materials to determine data processing applications required to meet
accounting or financial needs and requirements; recommends new systems or
changes to existing systems to meet current or anticipated data processing
needs.
2. Operates
a microcomputer and related data processing equipment to compile, analyze and
prepare financial reports and conduct research; designs customized reports
utilizing the finance and payroll system.
3. Serves
as Project Manager as assigned by planning and directing computer system
conversions or implementations.
4. Maintains
contact with data processing and finance personnel in other cities to compare
system designs and provide a resource for implementation problems.
5. Develops
and maintains procedure manuals for the finance and payroll computer systems;
updates manuals as required to ensure current procedures are followed by all
persons entering data.
6. Provides
general working supervision to personnel assigned on a project basis.
7. Performs other related duties as
required.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:

of electronic information processing systems, including operating systems, database
systems, and system applications related to financial and accounting areas.

of COBOL computer language.

plans for conversion and/or upgrading computer systems, including ongoing user
training.
Ability to code and debug business
applications, programs, and structured COBOL.
Ability to analyze and interpret
research findings.
Ability to read and interpret
complex financial reports.
Ability to prepare detailed
narrative and statistical reports.
Ability to communicate effectively,
both orally and in writing.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a Bachelor’s Degree in Accounting, Finance, or a related area; at
least two (2) years of experience in accounting, finance, or a related
area; at least two (2) years of experience in mainframe computer
programming related to finance or accounting systems; at least two (2) years
of experience utilizing AFIN accounting and financial mainframe computer
system, or a similar mainframe accounting and financial system, or a related
area; OR any equivalent combination of
experience and training which provides the required knowledge, skills, and abilities.
