JOB TITLE:  Fighting Back Program Manager

 

MAINTENANCE REVIEW DATE:  March 1999

JOB OBJECTIVE:  To manage and direct the activities of the Fighting Back and Tobacco Control Programs to reduce substance abuse and the demand for alcohol, tobacco, and other drugs (ATOD) in the City of Little Rock.

 

ACCOUNTABILITY:  Receives general direction from the Director of Community Programs.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Ensures implementation of Fighting Back and Tobacco Control Programs.

 

2.         Develops, writes, and administers policies, procedures, goals, and objectives for the Fighting Back and Tobacco Control Programs.

 

3.         Develops, implements, and administers the budget for the Fighting Back Program and the Tobacco Control Program; prepares budget requests for program activities; monitors expenditures to ensure compliance with approved budget.

 

4.         Ensures the preparation and submission to appropriate agencies of reports and program updates, including community indicator reports.

 

5.         Prepares and provides narrative and statistical reports and presentations to the City Manager, the City Board of Directors, the Fighting Back Policy Board, the Robert Wood Johnson Foundation, the Fighting Back National Program Office, and others regarding program progress, activities, and goals.

 

6.         Assigns and directs the work activities of the Fighting Back Program Coordinator and the Anti-Tobacco Coordinator.

 

7.         Negotiates and monitors subcontracts and grants relating to the Fighting Back Program.

 

8.         Communicates with Board members, governmental agencies, business leaders, civic representatives, community groups, service providers, and others associated with reducing the demand for alcohol, tobacco, and other drugs (ATOD); attends meetings, solicits support, and exchanges information; organizes committees to deal with specific legislative and social issues.

 

9.         Operates a microcomputer with spreadsheet and word processing software to prepare reports and presentations.

 

10.       Operates a City pool automobile in the performance of essential job functions.

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Gathers information regarding potential sources of funding beyond initial grants; writes and/or ensures preparation of grant applications; ensures submission of grant applications to appropriate agencies.

 

2.         Reviews proposed legislation relating to substance abuse; analyzes impact; makes recommendations to supervisor.

 

3.         Represents the City on related commissions, committees, and task forces.

 

4.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general supervision to the Anti-Tobacco Coordinator and Fighting Back Program Coordinator.

Ability to prepare grant applications.

 

Ability to read and interpret laws and regulations governing substance abuse.

 

Ability to review proposed legislation to analyze impact.

 

Ability to assign and direct the work activities of assigned personnel.

 

Ability to communicate effectively, both orally, with individuals and groups, and in writing.

 

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

Completion of a Bachelor’s degree in Psychology, Social Work, Sociology, or a related area; at least four (4) years of experience in the development and implementation of community-based substance abuse prevention, intervention, or treatment (PIT) programs at a managerial, professional, or administrative level, or a related area; at least two (2) years of supervisory experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
