JOB TITLE: Equipment Operator IV (Public Works)

JOB
OBJECTIVE: To operate various types of medium equipment
required for street, ditch and right-of-way construction, maintenance, and
repair.
ACCOUNTABILITY: Receives general supervision from the Foreman I (Streets),
Leader, or Equipment Operator V.
ESSENTIAL
JOB FUNCTIONS:
1. Operates
backhoe to clean street ditches, to remove materials from street areas being repaired
and for other street repair.
2. Checks
equipment before operating to assure fuel, oil and other fluid levels are
adequate; performs minor equipment repairs and preventative maintenance.
3. Operates
front-end loader to load surfacing and fill materials or to clear streets of
debris.
4. Transports
equipment, materials, and work crews to work sites.
5. Directs
work crews at work sites.
6. Prepares
daily reports listing times for each crew member, equipment and amounts of
materials used.
7. Operates
Mo-Trim to cut grass and weeds from City property.
8. Notifies
Foreman I of equipment malfunctions, supplies needed, dangerous situations,
citizen complaints or objections, and unusual situations.
9. Operates
hand tools to remove materials from ditches, repair street areas or load
materials onto trucks.
10. Loads
and secures medium earth-moving equipment on trailers for transport to job
site.
11. Drives
trucks with trailers to transport medium earth-moving equipment to job site.
12. Operates
a dump truck to haul gravel and materials to job site.
13. Operates
a fuel truck to deliver fuel to job site.
14. Operates
a belt loader, chip spreader, and tanker truck to perform street construction,
maintenance, and repair.

GENERAL
STATEMENT OF DUTIES: Performs work of routine
difficulty in operating a variety of medium equipment for cleaning,
developing, maintaining, and repairing ditches, roads, streets, right-of-way
properties, and special surfaces at various City owned properties and
facilities.

KNOWLEDGE, SKILLS, AND ABILITIES:
Good
knowledge
of techniques of loading and transporting medium equipment.
Good
knowledge
of maintenance requirements of assigned equipment.
Some
knowledge
of the characteristics of various types of soils and other materials.

Skill in the operation of medium
and heavy equipment; such as front-end loader, backhoe, Mo-Trim, belt loader,
chip spreader, dump truck, tanker truck, and fuel truck.
Ability to follow simple oral and
written instructions.
Ability to perform manual labor.
Ability to maintain simple records.
Ability to locate assigned work
sites from instructions or maps.
Ability to notice obstructions,
such as utility lines, and unusual problems before starting equipment
operations.
Ability to direct activities of
assigned work crews.
ACCEPTABLE
EXPERIENCE AND TRAINING:
At least
one (1) year of experience in the operation of medium or heavy earth-moving equipment; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class A or B (Commercial Vehicle) Driver's License before
employment; must obtain a valid Arkansas Class A (Commercial Vehicle) Driver’s
License with X endorsement within sixty (60) days of employment and maintain
licensure for duration of employment in this position.
