JOB TITLE: Engineering Technician - Senior (Zoo)
MAINTENANCE

JOB
OBJECTIVE: To ensure the City Zoo is in compliance with
the approved National Pollutants Discharge and Elimination System (NPDES)
permit; to assign and review maintenance and construction activities.
ACCOUNTABILITY: Receives general supervision from the Zoo Facilities
Operations Foreman.
ESSENTIAL
JOB FUNCTIONS:
1. Conducts
field investigations to monitor the flow and quality of water discharge;
calculates quantity of water which enters and exits the Zoo facility.
2. Conducts
field tests to measure the water quality (i.e., temperature, pH, etc.) to
ensure compliance with Environmental Protection Agency (EPA) standards; sends
water samples to a private laboratory for additional comprehensive testing.
3. Prepares
narrative and statistical reports to submit to the Arkansas Department of
Environmental Quality (ADEQ) according to the established guidelines; advises
supervisor of stormwater discharge status.
4. Collects
and maintains all ADEQ documentation concerning the National Pollutants
Discharge and Elimination System (NPDES) permit; ensures the appropriate
actions are taken timely and are according to the NDPES permit.
5. Administers
the Stormwater Pollution Prevention Plan to ensure all stormwater discharge
quality is in compliance and quantity is accurately measured and monitored.
6. Consults
with contractors, engineers, and architects to ensure that the stormwater discharge
system is in compliance with the established NPDES during new construction,
rehabilitation and daily operation activities.
7. Ensures
application for the NPDES permit is conducted on a timely basis in accordance
with established procedures.
8. Operates
a microcomputer utilizing spreadsheet software to maintain databases of the
following: water quantity; water
quality; biological and chemical parameters; equipment and tool inventory; work
orders; and job costs; prepares and prints reports.
9. Ensures
that water discharge containing animal wastes from individual Zoo exhibits is
properly routed to the appropriate discharge points and is treated according to
the established EPA guidelines before leaving the Zoo facility.

10. Assigns
employees to work sites and construction projects; monitors and reviews the
work to ensure efficiency and adherence to established plans and
specifications.
11. Maintains
records of materials and equipment used, and hours worked; submits reports to
supervisor.
12. Supervises
construction and maintenance activities, ensuring timely work schedules,
compliance with specifications and work completed; submits completed work
reports to supervisor.
13. Operates
light and medium earth-moving equipment.
14. Provides
training in the proper use of hand and power tools and equipment.
15. Operates
light-duty trucks with trailer to transport materials and equipment.
16. Ensures
that all assigned equipment is maintained according to Department guidelines;
notifies supervisor of major repairs needed.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Reviews
plans to determine the amount of materials needed for repairs or construction
projects; prepares cost estimates; submits material lists to supervisor.
2. Supplies
materials, supplies and equipment to private contractors for contracted
maintenance and development projects.
3. Checks
delivery tickets for accuracy and notes applicable jobs.
4. Provides
information to the City staff and the public regarding general stormwater
issues.
5. Performs
other related duties as required.
SUPERVISORY RESPONSIBILITIES:
Provides immediate
supervision to Zoo (Parks) Construction Workers I and II and Zoo (Parks)
Maintenance Worker.

ACCEPTABLE EXPERIENCE AND
TRAINING:
Completion of
at least two (2) years of college coursework in Civil Engineering,
Engineering Technology, Construction Technology, or a related area; at least two
(2) years of experience in civil engineering, wastewater engineering,
wastewater or water data collection, or construction inspection; at least one
(1) year of supervisory experience; OR
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
Must possess
certification as a Wastewater Operator, Class 1 within six (6) months of
employment and maintain certification for the duration of employment in this
position.
