JOB TITLE:  Engineering Technician - Senior (Public Works)

 

MAINTENANCE REVIEW DATE:  March 1999

JOB OBJECTIVE:  To provide technical assistance by collecting and maintaining computerized files and records of information relating to street overlays, sidewalks, curb ramps and street conditions.

 

ACCOUNTABILITY:  Receives general supervision from the Civil Engineer III.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Operates a microcomputer with database software to maintain files and records of information relating to the street overlay program, the sidewalk and access ramp programs, and street conditions.

 

2.         Determines ratings for each of the City's streets based on previous maintenance and the physical condition of streets; compiles a listing of priorities for annual street programs, including recommendation of types of resurfacing and maintenance.

 

3.         Directs the activities and verifies the decisions of an assigned crew in the collection of field data for the paver program and curb access program; enters data into a microcomputer to obtain computation of the amount of material needed; prepares estimates of total costs and expected cost of material, and estimated amount of material.

 

4.         Provides information needed to prepare specifications and bid requests for street maintenance and curb access programs, such as computations for quantities or rating criteria and anticipated completion dates.

 

5.         Receives citizen requests regarding street maintenance programs and related projects; records information and forwards request to appropriate personnel.

 

6.         Answers questions and provides technical information in oral and written form regarding street maintenance projects to contractors, citizens, and employees of other City departments; drafts correspondence or prepares form letters.

 

7.         Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Extracts information from the database to prepare special statistical and narrative reports.

 

2.         Designs forms and prepares graphics displays and maps by utilizing database, spreadsheet, and word processing software.

3.         Attends neighborhood group meetings to answer questions and provide information regarding street overlay projects.

 

4.         Researches legal records and legal descriptions in response to inquiries regarding Civil Engineering Division projects.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Good knowledge of City policies, procedures, and ordinances governing street and drainage maintenance.

 

Good knowledge of construction project planning.

 

Good knowledge of characteristics of pavement construction and resurfacing materials.

 

Good knowledge of street and drainage construction, methods, materials, and techniques.

 

Good knowledge of computer fundamentals and business software, including database, spreadsheet, and word processing software.

 

Good knowledge of research methods and techniques.

ACCEPTABLE EXPERIENCE AND TRAINING: 

 

Completion of two (2) years of vocational-technical or college coursework in Computer Technology, Engineering Technology, or a related area; at least one (1) year of experience in providing technical support construction project planning; at least one (1) year of experience in microcomputer use including database administration, or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENT:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
