JOB TITLE: Engineering Specialist (Traffic Engineering)

JOB
OBJECTIVE: To collect field data at traffic signal
construction and project sites; to inspect construction projects to ensure
procedures are followed and materials used comply with approved plans and
specifications.
ACCOUNTABILITY: Receives general supervision from the Traffic Engineer
I/II.
ESSENTIAL
JOB FUNCTIONS:
1. Inspects
street and traffic signal facilities, projects involving right-of-way,
pavement, bridges, and concrete structures at public and private construction
sites to ensure compliance with approved plans and specifications.
2. Issues
work order requests for construction maintenance and repairs.
3. Identifies
potential construction problems and recommends appropriate corrective measures
to the Traffic Engineer II; suspends construction work until problems are
resolved.
4. Investigates
Traffic Engineering requests and writes work orders for signage and signal and
striping changes.
5. Operates
computer automated drafting equipment to prepare design drawings for traffic
signals, channelization projects, and lighting projects.
6. Develops
and maintains a work schedule for construction inspection projects; maintains
files, plans, and records of traffic signal construction projects.
7. Maintains
a file of material tickets received from suppliers to ensure the types and
amount of materials used for projects comply with contract specifications.
8. Maintains
a diary for each construction project to record information, such as number of
hours worked, number of workers, weather conditions, amount of materials used,
and problems encountered.
9. Reviews
the work of contractors and City work crews engaged in annual programs, such as
loop detection replacement to ensure compliance with policies and procedures.
10. Investigates
citizen complaints regarding right-of-way and traffic problems; initiates
service requests for remedial action; maintains a service request file,
including final resolutions.
11. Answers
questions and provides technical information to contractors regarding City
policies and procedures regulating construction.

12. Prepares
bid documents, bid lists, and cost estimates for review by supervisors.
13. Maintains
an inventory of traffic signals.
SECONDARY DUTIES AND
RESPONSIBILITIES:
1. Reviews
proposed plans and specifications of construction projects for feasibility and
design changes to ensure compliance with City policies and procedures.
2. Responds
to questions and complaints from citizens concerned about the effect of
development projects which are adjacent to their properties.
3. Inspects
construction barricading to ensure compliance with applicable regulation.
4. Performs
other related duties as required.

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Good
knowledge
of the principles and practices of Civil Engineering.

ordinances.

construction work.
Ability to observe and report field

and records.
ACCEPTABLE
EXPERIENCE AND TRAINING: Completion of at least two
(2) years of college or vocational technical school course work in Civil
Engineering, Engineering Technology, or a related field; at least two (2)
years of experience in traffic or civil engineering design; OR any equivalent combination of experience
and training which provides the required knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before
employment and maintain licensure for the duration of employment in this
position.
