Engineering Specialist (Public Works - Resource Control and Scheduling)

JOB OBJECTIVE:
To collect field data at construction and project sites, and to inspect
street and drainage facilities to determine required maintenance and ensure
compliance with City policies and procedures.
ACCOUNTABILITY:
Receives general supervision from the Scheduling Coordinator.
ESSENTIAL JOB FUNCTIONS:
1. Inspects City street and drainage
facilities, by operating an assigned City automobile, to determine required
maintenance needs and to identify immediate problem areas and corrective
measures.
2. Issues work order request to the
Scheduling Section for street and drainage maintenance and repairs.
3. Draws plats of drainage ditches which
include adjacent property liens and easements for use by street and drainage
work crews.
4. Conducts inspections of street and
drainage maintenance and repair work to ensure work is performed as specified;
operates an assigned City automobile to visit work sites.
5. Develops and maintains a computerized
data base containing an annual street and drainage maintenance work schedule to
ensure facilities are maintained at an adequate level.
6. Updates the street and drainage
maintenance computer data base as changes or repairs occur.
7. Reviews proposed plans and
specifications for street and drainage facilities or related construction work
for feasibility and compliance with City policies and procedures.
8. Recommends changes in design plans to
correct any construction problems; suspends work until plans are corrected.
9. Prepares special reports documenting
total man-hours and equipment used for specific projects.
10. Responds to questions and complaints from
citizens regarding street and drainage construction projects.
11. Answers questions and provides technical
information to contractors working on City property regarding drainage policies
and procedures.

12. Writes specifications for the asphalt
plan equipment repairs and upgrades.
13. Surveys areas of the City Landfill which
are ready for final cover and grade; ensures slope, cover dirt, seed and sod
are correct to minimize erosion.
14. Designs and updates snow route plans for
City salt crews.
15. Operates survey equipment and other
special engineering equipment to collect data at construction sites.
16. Reviews federally funded project plans to
assess impact of improvements on City drainage system maintenance methods and
future needs.
17. Instructs City work crews regarding
proper construction methods and techniques.
18. Develops computer files to maintain data
regarding the Sign Maintenance Inventory program and the Public Employee
Chemical Right to Know Act.
19. Develops and maintains training and
instructional video tapes regarding repair procedures, equipment operation, job
safety, commercial driver’s licensing, etc.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Maintains diary for each construction
project to record information such as number of hours worked, number of
workers, weather conditions, amount of materials used, and problems
encountered.
2. Performs other related duties as
required.
