JOB TITLE: Engineering Specialist (Public Works – Civil
Engineering)

JOB OBJECTIVE: To inspect, collect field data, survey, and
prepare drawings of projects planned for construction or under construction; to
respond to customer questions.
ACCOUNTABILITY: Receives general supervision from the
Civil Engineer II, Civil Engineer III, Design Review Engineer, Construction
Project Administrator.
ESSENTIAL JOB FUNCTIONS:
1. Inspects street and drainage
facilities, projects involving right-of-way, pavement, bridges, and concrete
structures at residential and commercial construction sites to ensure
compliance with approved plans and specifications.
2. Ability to operate field and lab
equipment, including nuclear density testers, to determine the stability and
strength of materials, measure line and grade, check the compaction and
moisture content of stone and soil, evaluate the slump of concrete, and to
collect data regarding the characteristics of construction, right-of-way, and
floodway sites.
3. Operates drafting equipment to prepare
drawings indicating boundaries and characteristics of specific construction
sites.
4. Responds to questions and complaints
from citizens concerned about the effect of projects which are adjacent to
their properties.
5. Provides survey information for design
and construction of projects; locates control points, elevations, and
rights-of-way.
6. Operates a City pool automobile in the
performance of essential job functions.
SECONDARY
DUTIES AND RESPONSIBILITIES:
1. Develops and maintains a work schedule
for construction inspection projects; maintains files, plans, and records of
projects and residential and commercial developments.
2. Reviews the work of contractors and
City work crews engaged in annual programs, such as street resurfacing and
joint and crack maintenance to ensure compliance with policies and procedures.
3. Investigates citizen complaints
regarding right-of-way, drainage, and streets; initiates service requests for
remedial action, and maintains a service request file, including final
resolutions.

4. Reviews permits for construction and
alteration of commercial buildings to determine the effect on existing
sidewalks, drainage facilities, utilities, streets, and rights-of-way.
5. Provides support by utilizing Autocad
and Eagle Point to prepare drawings for the Civil Engineering Division.
6. Issues work order requests for
construction maintenance and repairs as required.
7. Identifies potential construction
problems and recommends appropriate corrective measures to the Construction
Project Administrator or Civil Engineer II; suspends construction work until
problems are resolved.
8. Maintains a file of material tickets
received from suppliers to ensure the types and amount of materials used for
projects comply with contract specifications.
9. Maintains a diary for each construction
project to record information, such as number of hours worked, number of
workers, weather conditions, amount of materials used, and problems
encountered.
10. Reviews proposed plans and specifications
of construction projects for feasibility and design changes to ensure
compliance with City policies and procedures.
11. Answers questions and provides technical
information to contractors regarding City policies and procedures regulating
construction.
12. Performs other related duties as
required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Good knowledge of the principles and
practices of civil engineering.
Good knowledge of engineering
mathematics.
Good knowledge of City policies,
procedures, and ordinances governing street and drainage construction or signal
device installation.
Skill in the operation of engineering testing
equipment, including nuclear gauges and scales.
Skill in the operation of a core drill.
Skill in the operation of engineering lab
equipment, including concrete testing equipment and a drying oven.
Skill in the operation of survey equipment.
Skill in the operation of drafting equipment.

and ordinances.
Ability to detect discrepancies in construction
work.
Ability to observe and report field conditions.
Ability to communicate effectively, both orally
and in writing.
Ability to maintain detailed records and
reports.
ACCEPTABLE EXPERIENCE AND TRAINING:
Completion of at least two (2) years of college or
vocational technical coursework in Civil Engineering, Engineering
Technology, or a related field; at least two (2) years of experience in
construction inspection, or a related area; OR any equivalent combination of experience and training which provides
the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial
Vehicle) Driver’s License before employment and maintain licensure for the
duration of employment in this position.
