JOB TITLE: Engineering Design Manager

OBJECTIVE: To review plans of proposed subdivisions and
commercial buildings for compliance with street and drainage master plans and
ordinances and to determine potential effects on existing street and drainage
systems.
ACCOUNTABILITY: Receives general direction from the Civil Engineering
Manager.
ESSENTIAL
JOB FUNCTIONS:
1. Reviews
plans and plats of proposed subdivisions to determine compliance with master
street and drainage plans and ordinances and to review the feasibility of
proposed street and drainage systems.
2. Visits
sites for proposed subdivisions to become familiar with their physical
characteristics.
3. Recommends
street, gutter, curb and drainage system configurations required for proposed
subdivisions to conform with street and drainage master plans and ordinances.
4. Reviews
final plans for subdivision, street and drainage systems to assure conformance
with street and drainage master plans and previously approved plans.
5. Receives
and reviews reports on subdivision development for compliance with approved
plans.
6. Maintains
records related to subdivision projects; provides information on completed
projects to developers, engineers and members of the public as required.
7. Reviews
plans for commercial buildings to determine the effect construction will have
on the existing street and drainage systems; notifies engineers, architects or
developers of off-site improvements in streets, curbs, gutters or drainage
systems required for conformance with master plans and ordinances.
8. Answers
questions and provides information to contractors, engineers, developers and
members of the public regarding subdivision projects, required off‑site
improvements for subdivisions, commercial buildings and drainage projects.
9. Composes
correspondence regarding approval or disapproval of subdivision or commercial
building plans and changes or improvements required for approval.
10. Performs
other related duties as required.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Attends
Planning Commission meetings to provide information, answer questions and
review alternative proposals.

plans prepared by other Civil Engineers to ensure compatibility with related
projects and approved master plans and ordinances.
3. Recommends
street or drainage projects needed to implement portions of master plans or to
accommodate development.
4. Prepares
reports for use by the City Engineer listing the status of Civil Engineering
projects.
SUPERVISORY RESPONSIBILITIES:
Provides general
supervision to one Engineering Specialist (Engineering Design).

REQUIRED
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable
knowledge
of Civil Engineering principles and practices.
Considerable
knowledge
of engineering mathematics.
Considerable
knowledge
of City policies, procedures, and ordinances governing street and drainage
construction.
Familiarity
with the
principles of urban planning and development.
Ability to read and interpret
construction plans and specifications.
Ability to design assigned street
and drainage projects.
Ability to read and interpret
blueprints and schematics.
Ability to review construction
plans and specifications for feasibility and compliance with City policies,
procedures, and ordinances.
Ability to detect discrepancies in
construction work.
Ability to communicate effectively
with developers, engineers, members of City boards and commissions, and members
of the public.
Ability to maintain detailed files
and records.
Ability to direct the work
activities of assigned paraprofessional staff.
ACCEPTABLE
EXPERIENCE AND TRAINING:
Completion of
a college degree in Civil Engineering or a related field; at least two years
of experience at the level of Civil Engineer II; at least one year of
supervisory experience; OR any
equivalent combination of experience and training which provides the required
knowledge, skills, and abilities.
ADDITIONAL
REQUIREMENT:
Must possess
or be able to obtain registration as a Professional Engineer.
