JOB DESCRIPTION
JOB TITLE: Engineering Coordinator
MAINTENANCE REVIEW DATE: December 2000

JOB OBJECTIVE: To provide coordination for neighborhood infrastructure, planning activities, and construction projects between the Public Works Department and neighborhood associations and other organizations.
ACCOUNTABILITY: Receives general supervision from the Civil Engineer III.
ESSENTIAL JOB FUNCTIONS:
1. Serves as the Department representative for development of infrastructure elements of neighborhood plans by establishing and maintaining effective relations with neighborhood associations and other organizations.
2. Serves as liaison for major street and drainage projects by relating information to City employees, neighborhood associations and other organizations and by ensuring that affected neighborhoods are notified of project schedules and specifications.
3. Advises neighborhood associations and other organizations on City ordinance provisions related to streets and drainage; provides information concerning the Master Street Plan to neighborhood associations and other organizations.
4. Coordinates and prepares documentation for amendments to Master Street Plan along with maintaining records.
5. Communicates neighborhood concerns regarding street and drainage systems; coordinates staff recommendations back to neighborhood; assists neighborhood associations and other organizations in the prioritizing of needed improvements.
6. Reviews and provides assistance in providing Public Works response to neighborhood plans for compliance with neighborhood concerns.
7. Prepares material for presentation to City Board of Directors, commissions, neighborhood associations and other organizations.
8. Visits areas within the City or to be annexed into the City, by operating an automobile, to collect data on existing street and drainage systems.
9. Maintains hard copy and computer files for each neighborhood area including correspondence, neighborhood needs, and adopted plans.
10. Composes correspondence to neighborhoods, engineers, and consultants related to infrastructure needs, master street plan amendments and projects.

11. Prepares regular and special reports on specific neighborhood plans and project status for use by the Department by utilizing a microcomputer with database, spreadsheet, and word processing software.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Good knowledge of Civil Engineering principles and practices.
Considerable knowledge of City Master Street Plan and relates ordinances governing street and drainage construction.
Some knowledge of computer fundamentals and business software, including database, spreadsheet, and word processing software.
Skill in the operation of a microcomputer, utilizing database, spreadsheet, and word processing software.
Skill in the operation of an automatic transmission automobile.
Ability to assist neighborhoods in the identification of street and drainage problems.
Ability to read and interpret construction plans and specifications, blueprints, and schematics.
Ability to communicate effectively, both orally, with individuals and groups, and in writing.
Ability to maintain hard copy and computer files and records.
Ability to deal effectively with citizens, City departments and other agencies.
ACCEPTABLE EXPERIENCE AND TRAINING: Completion of a at least two (2) years of college or vocational
technical coursework in Civil engineering, Engineer Technology, or a related
field; at least two (2) years of experience in construction inspection, or
a related area; OR any equivalent
combination of experience and training which provides the required knowledge,
skills, and abilities.
ADDITIONAL REQUIREMENT:
Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
