JOB TITLE:  Energy Efficiency Program Administrator

 

MAINTENANCE REVIEW DATE:  March 1999

JOB OBJECTIVE:  To develop and implement the energy efficiency program for the City of Little Rock.

 

ACCOUNTABILITY:  Receives general direction from the Director of General Services.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops and implements the energy efficiency program for monitoring and controlling energy costs for the City of Little Rock.

 

2.         Develops, writes, and administers policies, procedures, and objectives for the City’s energy efficiency program as approved by supervisor; identifies energy-saving strategies and cost-effective solutions.

 

3.         Identifies areas of potential energy savings; develops, plans, implements, administers, and evaluates energy-saving efforts at City facilities, i.e., replacement of light fixtures, windows, etc., for more energy-efficient models.

 

4.         Analyzes billing and utility systems of City facilities to establish baseline conditions and to determine appropriateness of energy-saving efforts; reviews billing to monitor energy usage and to ensure accuracy of billing.

 

5.         Conducts energy audits of City facilities; conducts research regarding methods of improvement; analyzes and compiles data using spreadsheet software.

 

6.         Attends meetings with Department Directors, other City employees, and employees of other City agencies; answers questions and exchanges information relating to specifics about the energy efficiency program.

 

7.         Writes and prepares narrative and statistical reports detailing specifics of the City’s energy efficiency program.

 

8.         Prepares cost estimates and Requests for Qualification specifications for energy-saving features and building materials for retrofitting existing facilities and for new construction; analyzes bids; makes recommendations.

 

9.         Reviews plans, blueprints, and specifications submitted by architects and engineers during the retrofit process and for new construction to ensure compliance with energy efficiency objectives.

 

10.       Establishes and maintains a computerized energy-specific accounting system to monitor energy consumption and expenditures and to calculate utility rate analyses.

13.       Operates a microcomputer with accounting, database, spreadsheet, and word processing software.

 

14.       Operates a City pool automobile in the performance of essential job functions.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Energy Management, Mechanical or Electrical Engineering, Architecture, or a related area; at least four (4) years of experience administering an energy-savings plan, monitoring and inspecting energy usage, or a related area; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
