JOB OBJECTIVE:
To administer employment application intake, applicant record
maintenance, pre-employment medical, drug, and psychological testing programs,
new employee enrollment processes, and TempForce Program.
ACCOUNTABILITY:
Receives general supervision from the Employment Services
Manager.
ESSENTIAL JOB FUNCTIONS:
1. Supervises and performs activities
required to maintain the employment application intake, job announcement
distribution, new employee enrollment processes, and TempForce Program; ensures
completion of all required forms by employees.
2. Ensures the maintenance of applicant tracking databases and related hard copy filing systems; manipulates databases to generate reports; ensures the production of regular applicant tracking reports; provides information to Department of Information Technology personnel relating to changes and additions to the applicant database.
3. Reviews procedures for application
intake, record-keeping, new employee enrollment, and TempForce Program;
recommends revisions to improve operational efficiency and to comply with all
applicable federal, state, and local laws, ordinances, policies, and regulations;
implements upon approval.
4. Serves as the primary contact for the
City’s pre-employment medical, drug, and psychological testing programs with
selected candidates and designated agencies for scheduling, reporting,
monitoring results and records maintenance.
5. Answers questions and provides
information relating to application processes, new employee enrollment,
pre-employment medical, drug, and psychological testing programs, and TempForce
Program to applicants, employees, managers and supervisors.
6. Ensures the promotion of the TempForce
Program to all City departments by meeting with hiring authorities and
explaining services and costs; ensures the development of flyers, information
pamphlets, advertisements, and other public information materials to inform
applicants and hiring authorities of the TempForce Program; ensures timely and
accurate payroll entry of TempForce Program employees.
7. Reviews new and updated job
descriptions for compliance with Departmental pre-employment drug testing policy
and procedures; makes recommendations relating to medical and drug testing
requirements; reviews the Medical History Questionnaire of candidates for
certain part-time positions to determine if a medical evaluation and/or drug
test is required, utilizing pre-determined criteria.

8. Ensures pre-employment medical records
and commercial driver’s license (CDL) documentation is received and maintained
per applicable laws; confers with outside agency representatives to resolve
applicable examinations and documentation matters.
9. Reconciles invoices for payment for
medical, drug, and psychological testing.
10. Monitors TempForce Program budget to
ensure that goals are met; ensures the compilation of statistical reports of
assignment, applicant, revenue, and related data.
11. Conducts research, analyzes data, and
compiles narrative and statistical reports
12. Supervises the activities relating to the checkout of City Hall pool cars and issuance of parking permits to employees.
13. Ensures the printing and inventory
maintenance of applications and related forms; recommends modifications and
develops forms.
14. Attends job fairs and provides general
application and testing information.
SECONDARY DUTIES AND RESPONSIBILITIES:
1. Updates job announcement distribution
list.
2. Writes and modifies job announcements
for part-time and temporary positions.
3. Coordinates approved testing
accommodations in compliance with the Americans with Disabilities Act (ADA);
administers examinations or arranges with outside agencies to make
accommodations.
4. Serves as the primary contact for operational assistance for the wheelchair lifts in City Hall; troubleshoots operational problems; contacts appropriate party for repairs.
5. Performs other related duties as
required.
SUPERVISORY
RESPONSIBILITIES:
Provides general
supervision to Human Resources Technician II; provides immediate
supervision to part-time Human Resources Clerks.

and training which provides the required knowledge, skills, and abilities.
