JOB OBJECTIVE:  To plan the development of emergency response and disaster relief plans and training exercises, and to plan and supervise the Emergency Management computer-based information/communication systems.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops and maintains emergency response plans, including the City Emergency Operations Plan, the Chemical Stockpile Emergency Preparedness Program, the City Building Occupant Emergency Plan, and the Police and Fire Glove Box First Responders Manuals, to include natural and man-made disaster relief and Civil Defense measures.

 

2.         Designs and implements emergency management training exercises, involving agencies such as area hospitals, the Red Cross, and the Airport; completes necessary paperwork to receive federal funding for training exercises.

 

3.         Directs activities of emergency response agencies at emergency scenes within the City in the absence of Fire Chief, including cleanup, public needs, and maintenance records required for state and federal reimbursement of costs.

 

4.         Writes and recommends policies and procedures in the areas of emergency management and response as directed by the Fire Chief.

 

5.         Serves as the contact person for Fire Department with other City departments regarding revisions to Emergency Management policies and procedures to address specific emergency response situations.

 

6.         Provides assistance with the preparation of the annual Emergency Management budget by compiling annual inventory and equipment costs and computing reimbursements from federal funds; participates in and helps with activities that comply with the state-local emergency management partnership agreement.

 

7.         Assigns, prioritizes, and reviews the work activities of the new position.

 

8.         Prepares bid specifications for Emergency Management projects; reviews bids and recommends selection of vendors based on cost and compliance with specifications.

 

9.         Monitors test procedures to ensure that the emergency warning system is functioning properly; contacts the proper authorities to repair equipment.

 

10.       Evaluates the City's future needs for expansion of the emergency warning system to cover annexed regions.

 

11.       Provides information regarding Emergency Management programs and duties to civic and neighborhood groups, schools, and City, State and Federal agencies; provides information to the news media regarding specific emergency situations.

 

12.       Coordinates the utilization and activities of volunteer personnel (ham radio operators) designed to perform civil emergency communication duties.

 

13.       Submits financial requests to the Fire Chief for submission to the state emergency management agency to secure funding for supporting federal and state mandated emergency management projects.

 

14.       Registers volunteers and ensures communications equipment is available for use for selected Radio Amateurs for Civil Emergencies (RACE) personnel to provide support with communications requirements during civil emergencies.

 

15.       Responds to after-hours and weekend emergency calls as required.

5.         Enters data and prints reports utilizing microcomputers and computer terminals with database software.

 

6.         Performs other related duties as required.
