JOB OBJECTIVE:  To collect field data and perform inspection duties associated with the City’s compliance activities pertaining to the Environmental Protection Agency National Pollutant Discharge Elimination System (NPDES) and the Federal Emergency Management Agency National Flood Insurance Program (NFIP).

 

ESSENTIAL JOB FUNCTIONS:

 

1.            Reviews all commercial construction permit plans to ensure that proposed improvements are in compliance with City codes and Federal Emergency Management Agency  (FEMA) regulations.

 

2.            Provides technical assistance to contractors, developers, engineers, and other professionals regarding City codes, policies, procedures, and FEMA regulations.

 

3.            Performs routine inspections of commercial developments and checks for compliance with Civil Engineering Division requirements prior to issuance of Certificates of Occupancy.

 

4.            Responds to inquiries from private landowners, developers, real estate agents, and lending institutions for information concerning the City’s designated floodways and floodplains.

 

5.            Responds to complaints from the public concerning floodplain issues and development projects and investigates and recommends appropriate actions to the Environmental Compliance Engineer to correct or minimize problems.

 

6.            Reviews and evaluates grading and drainage/erosion control plans submitted by contractors, developers, and engineers; issues grading permits and maintains the appropriate files of permits issued.

 

7.            Inspects street and drainage facilities, concrete structures, projects involving rights-of-way, pavement, and bridges at both residential and commercial construction sites to ensure that control facilities and structures are installed according to plans and grading permit guidelines.

 

8.            Operates field measuring lines and grades, checks compaction and moisture content of stone and soil, evaluates the slump of concrete and collects data regarding the characteristics of construction, rights-of-way and floodway sites.

 

9.            Reviews permits for construction and alteration of commercial buildings to determine the effect on existing sidewalks, drainage facilities, utilities, streets, and rights-of-way.

 

10.            Operates a microcomputer utilizing database, spreadsheet, and word processing software.

 

11.            Operates a City pool automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.            Develops and maintains a work schedule for construction project inspections; maintains files, plans and records of projects in both residential and commercial developments.

 

2.            Maintains a file of material tickets received from suppliers to ensure that the types and amounts of materials that are used for projects comply with contract specifications.

 

3.            Performs other related duties as required.

MINIMUM QUALIFICATIONS:

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Knowledge of the principles and practices of Civil Engineering.

 

Knowledge of engineering mathematics.

 

Knowledge of federal, state, and local environmental regulations, policies, ordinances governing Stormwater and floodplain management. 

 

Knowledge of computer fundamentals and business software, including database, spreadsheet, and word processing software.

 

Skill in the operation of stormwater and multi-media sampling equipment and other engineering testing equipment.

 

Familiarity with the operation of computer aided drafting equipment.

 

Skill in the operation of surveying equipment.

 

Skill in the operation of a microcomputer, utilizing database, spreadsheet and word processing software.

 

Skill in the operation of an automatic transmission vehicle.

 

Ability to read and interpret blueprints and schematics.

 

Ability to review construction plans and specifications for feasibility.

 

Ability to detect discrepancies from approved plans and specifications in construction work.

 

Ability to observe and report field conditions.

 

Ability to maintain detailed records and reports.

 

Ability to read and understand federal regulations, technical materials, and permit requirements.

 

Ability to communicate effectively, both orally and in writing.

 

These knowledge, skills, and abilities are usually, although not always, acquired through completion of two (2) years of vocational-technical or college coursework in Civil Engineering, Engineering Technology, or a related technical field; two (2) years experience in construction inspection or environmental programs related inspection; Equivalent combinations of education and experience will be considered.

 

ADDITIONAL REQUIREMENTS: 

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
