JOB TITLE:  Director of Public Works

 

MAINTENANCE REVIEW DATE:  February 1997

JOB OBJECTIVE:  To plan, direct, and coordinate the activities of the Public Works Department.

 

ACCOUNTABILITY:  Receives administrative direction from the City Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops and implements goals, objectives, priorities, policies and procedures for the operation of Public Works Department functions.

 

2.         Monitors and evaluates performance of all Public Works divisions and implements any changes required to improve efficiency and effectiveness; recommends major changes in programs to the City Manager, and Board of Directors.

 

3.         Develops short and long-range plans for providing Public Works services to meet the needs of the City.

 

4.         Directs the preparation of contracts with consulting engineers and organizations engaged in major Public Works construction or GIS projects.

 

5.         Assigns research for new programs or technological improvement in the Public Works area; reviews proposed new programs and equipment to determine the need for further review or to authorize implementation.

 

6.         Reviews proposed changes in City codes affecting Public Works projects to ensure compliance with legal requirements and Board of Directors directives.

 

7.         Responds and resolves citizen requests and complaints related to Public Works projects or programs by correspondence or in person.

 

8.         Provides technical information and makes presentations to the Board of Directors regarding Public Works projects; responds to City Manager, and Board of Directors' requests by providing information or investigating problem situations.

 

9.         Serves as liaison with City departments, federal, state and county agencies, and intergovernmental agencies in planning and implementing Public Works projects involving other agencies or involving funding from outside sources.

 

10.       Operates a City pool automobile in the performance of essential job functions.

SECONDARY DUTIES AND RESPONSIBILITIES:

 

1.         Reviews tentative budget figures from all Public Works divisions to assure compliance with budget guidelines and departmental objectives; compiles the total departmental budget with appropriate goals, objectives and statistical measures.

 

2.         Ensures compliance with local, state, and federal laws, regulations, and ordinances.

 

3.         Reviews grant applications for funding of Public Works projects to ensure that all information is complete and in compliance with regulations.

 

4.         Attends meetings with Board of Directors and citizen groups to enlist their cooperation and to explain various Public Works operations.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general direction to the Assistant Directors of Public Works; provides general supervision to the Administrative Assistant I, and Public Works Services Representative.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

 

Comprehensive knowledge of Civil Engineering terminology, theories, principles, and practices.

 

Comprehensive knowledge of management theories, principles and practices as applied to administration of large-scale diverse operations.

 

Considerable knowledge of City policies, procedures, and ordinances governing street and drainage design and construction, solid waste, and animal control.

Considerable knowledge of City policies, procedures, codes, and ordinances pertaining to Public Works projects and activities.

Considerable knowledge of research methods and techniques.

 

Some knowledge of the regulations and requirements regarding grants and federal funds.

 

Skill in the operation of an automatic transmission automobile.

 

Ability to plan, direct, coordinate, and assign the activities of management level employees performing a variety of duties.

 

Ability to develop and implement administrative plans, policies, and procedures for Public Works projects and activities.

 

Ability to communicate effectively, both orally and in writing.

 

Ability to develop alternative solutions to problems, to evaluate courses of action, and to reach appropriate decisions.

 

Ability to read and interpret policies, procedures, codes, regulations and ordinances which relate to Public Works projects and activities.

 

Ability to read and interpret complex engineering reports related to street, drainage, and solid waste programs.

 

Ability to read and interpret construction plans and specifications.

 

Ability to perform complex problem analysis.

 

Ability to prepare detailed narrative and statistical reports.

 

Ability to establish and maintain effective working relationships.

 

Ability to utilize the highest level of interpersonal skill in order to understand, select, evaluate, develop, and motivate people at any level within or outside the organization.

 

ACCEPTABLE EXPERIENCE AND TRAINING:  Completion of a Bachelor’s degree in Civil Engineering, or a related area; at least four (4) years of managerial or administrative experience in planning and directing Public Works programs and services; at least two (2) years of supervisory experience, which includes supervision of management level personnel; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

ADDITIONAL REQUIREMENTS:

 

Must possess registration as a Professional Engineer (PE) before employment; must possess registration in the State of Arkansas as a Professional Engineer (PE) within one (1) year of employment; must maintain registration for the duration of employment in this position.

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
