JOB TITLE:  Director of Parks and Recreation

 

MAINTENANCE REVIEW DATE:  June 1998

JOB OBJECTIVE:  To plan and direct activities related to the acquisition, development, and maintenance of City parks and open spaces and the implementation and review of recreational and leisure programs and services.

 

ACCOUNTABILITY  Receives administrative direction from the City Manager.

 

ESSENTIAL JOB FUNCTIONS:

 

1.         Develops long-range plans for meeting recreational, leisure and open space needs of citizens of Little Rock; establishes goals for improving the aesthetic quality of the City of Little Rock urban environment.

 

2.         Reviews demographic data and data from Parks and Recreation Programs to determine the need for additional recreational and leisure facilities and programs; develops plans for facilities and programs to meet the recreational and leisure needs of citizens.

 

3.         Maintains and updates a Parks Master Plan which is compatible with existing long-range plans for City development; recommends and explains the Parks Master Plan to the Board of Directors, other City departments and citizens.

 

4.         Recommends development of parks approved in the Parks Master Plan; develops specific recommendations on methods of acquiring land for parks development.

 

5.         Recommends additions and changes in related ordinances such as Sign, Landscape and Parks Ordinances; writes tentative ordinance additions for the Board of Directors' approval.

 

6.         Reviews plans and designs for Parks and Recreation facilities to ensure compliance with master plans and to ensure proper aesthetic properties; ensures revision of plans to enhance aesthetic qualities and to facilitate maintenance.

 

7.         Inspects park development activities to evaluate performance of Parks employees and contractors and to determine the need for special maintenance and development of projects.

 

8.         Develops policies and procedures for operation of the Parks and Recreation Department, and operation and use of Parks and Recreation facilities.

 

9.         Reviews data on usage and cost of established recreational and leisure programs to determine the need to add, change and delete programs.

 

10.       Reviews reports on costs and funds generated by recreational and leisure programs to determine appropriate charges for program usage.

11.       Reviews accounting procedures for all funds generated by concession sales and charges for program participation to ensure compliance with appropriate accounting principles and City regulations.

 

12.       Reviews budget requests from Parks and Recreation divisions to ensure compliance with budget guidelines and Departmental objectives; compiles Departmental budget with appropriate goals, objectives, and statistical measures.

 

13.       Ensures compliance with adopted budget by reviewing reports of expenditures and reallocation of resources.

 

14.       Reviews applications for grants from federal and state agencies to ensure compliance with regulations.

 

15.       Serves as liaison with federal and state agencies on projects related to parks development, maintenance, and usage.

 

16.       Presents information regarding the City of Little Rock Parks and Recreation programs and facilities to civic groups, schools, and other community organizations; encourages community support by scheduling special events at parks facilities and providing support to organizations and agencies sponsoring special events and ongoing recreational and leisure programs.

 

17.       Provides advice on parks issues and assigns clerical support to the City Beautiful Commission, McArthur Military History Commission, and Arts and Humanities Commission; serves as liaison with City departments and other agencies to ensure protection of approved open space for recreational use throughout the community.

 

18.       Reviews Department personnel status changes and any disciplinary actions to ensure compliance with policies.

 

19.       Works with other agencies to build collaborations and partnerships to deliver leisure services and programs.

 

20.       Works with various organizations and corporations to identify alternative funding for Parks and Recreation facilities and programs.

 

21.       Coordinates City efforts related to development of the Presidential Library and surrounding Park properties.

 

22.       Operates an automobile in the performance of essential job functions.

 

SECONDARY DUTIES AND RESPONSIBLITIES:

 

1.         Performs other related duties as required.

 

SUPERVISORY RESPONSIBILITIES:

 

Provides general direction to the Assistant Director of Parks and Recreation, and the River Market Manager; provides general supervision to the Secretary-Executive (Parks and Recreation – Administration).

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

 

Comprehensive knowledge of the principles of Parks and Recreation management.

 

Considerable knowledge of the principles of landscape architecture.

 

Good knowledge of budget processes.

 

Good knowledge of federal and state requirements for obtaining, using, and accounting for grant and loan funds.

 

Some knowledge of urban design principles.

 

Some knowledge of accounting principles.

ACCEPTABLE EXPERIENCE AND TRAINING:

 

Completion of a Bachelor’s degree in Parks Management, Landscape Architecture, or a related area; at least four (4) years experience in administration of Parks and Recreation programs; at least two (2) years supervisory experience; OR any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.

 

ADDITIONAL REQUIREMENTS:

 

Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
